R ESOLUTION A PPROVING C ONSTRUCTION P LANS FOR THE
P LYMOUTH C REEK C ENTER R ENOVATION AND E XPANSION P ROJECT AND
A UTHORIZATION FOR THE A DVERTISEMENT OF B IDS (PC 180001)
WHEREAS, the Plymouth Creek Center Renovation and Expansion Project began in 2016 with a
feasibility study, progressed to a community engagement process in 2018, and completed schematic design
plans in 2019; and
WHEREAS, over the last eight months, HGA architects, RJM construction managers, and staff have
been working on the final construction plans; and
WHEREAS, the building will expand the Plymouth Creek Center from 30,000 square feet to an
111,410 foot (GSF) building. The project renovates and expands the facility and will include the following
amenities: indoor walking track, indoor playground, two gymnasiums, three fitness rooms, three active adult
rooms, three education classrooms, ballroom and meeting spaces, art gallery, Black Box Theater, music
rooms, and miscellaneous auxiliary spaces. The project also includes the appropriate infrastructure for a
future third gymnasium; and
WHEREAS, the City has hired RJM as the construction manager utilizing a modified version of
Construction Manager At Risk (CMr), in which RJM will deliver the projects for a guaranteed maximum price;
and
WHEREAS, with the CMr process, RJM and the City will solicit 35 trade category bids and
approximately 20 trade category quotes; and
WHEREAS, project was authorized at $51,974,500. The construction manager estimates the overall
project at $51,971,551, which is inclusive of contingencies and escalation costs. Project cost categories
include $44,219,188 in construction costs, and $7,752,363 in soft costs; and
WHEREAS, the bid process will be initiated on June 24 and available for bid award at an August 2020
City Council meeting.
NOW, THEREFORE BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that the construction plans for the Plymouth Creek Center Renovation and Expansion Project
are approved and advertisement for bid is authorized.
