Pursuant to due call and notice thereof, aspecial meeting of
the City Council of the City of Plymouth, Minnesota was held on he the

Ryintroduced the following Resolution and moved
is adoption:
RESOLUTION NO. 76-171
SUPPORTING H.F. 1812 AND S.F. 1739
WHEREAS, the City of Plymouth, which is partially within the Elm Creek
drainage basin in northern Hennepin County and is a member of
a Joint Powers Agreement for the Conservation Management and
Protection of the entire area, and
WHEREAS, the City of Plymouth desires to strengthen this agreement through
proper working relationships with its neighboring municipalities,
and
WHEREAS, equitable cost-sharing arrangements for administration and operation
of the Elm Creek Commission can be improved,
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF.THE CITY OF
PLYMOUTH AS FOLLOWS:
1. That cost -share ratios of each member municipality in the
Elm Creek Joint Powers Agreement be determined by the
assessed valuation on that portion of their land that is
within the Elm Creek drainage basin.
2. That each City be empowered to levy their share of the
Elm Creek Commission annual operating budget but not to
exceed one mill.
3. That H.F. 1812 and S.F. 1739 will achieve these objectives
and should be enacted into law by the Minnesota Legislature.
The motion for the adoption of the foregoing Resolution was duly seconded
by Councilman Neils , and upon vote being taken thereon, the
following voted in favor thereof: Councilmen Hunt_ Pleils_ Seibold and
Spaeth
The following voted against or abstained: None
Whereupon the Resolution was declared duly passed and adopted.
