The following members were present: Ma or Hilde Councilmen Hunt Neils Seibold and Spaeth he a owing members were absent:— None ti• t,►ir rt,t,r Councilman Seibold introduced the following Resolution and moved s adoption: RESOLUTION NO. 75-697 DECLARING THE NEED FOR A HOUSING AND REDEVELOPMENT AUTHORITY IN THE CITY OF PLYMOUTH, MINNESOTA Pursuant to Resolution No. 75-625 adopted by this body on the 3rd day of November, 1975, a hearing has been held by the City Council at Plymouth, Minnesota, to determine the need for a Housing and Redevelopment Authority to function in such City of Plymouth. WHEREAS, facts have been submitted to this body showing that there is a need for a Housing and Redevelopment Authority to function in the City of Plymouth, Minnesota: NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA that the City Council of Plymouth, Minnesota pursuant to the "Municipal Housing and Redevelopment Act" of the State of Minneosta, hereby finds, determines and declares: 1) There exists in the City of Plymouth, Minnesota, substandard, slum' or deteriorated areas which cannot be redeveloped without the assistance of the government; 2) Adequate housing accommodations are not available to veterans and servicemen and their families; 3) There is a shortage of decent, safe and sanitary dwelling accom- modations available to persons of low income and their families at rentals they can afford. 4) It is hereby declared that there is a need for a Housing and Redevelopment Authority to function in the City of Plymouth, Minnesota, and said need continues to exist. The motion for the adoption of the foregoing Resolution was duly seconded by Councilman Spaeth and upon vote being taken thereon, the fu owing voted in favor thereof: Mayor Hilde, Councilmen Hunt, Neils, Seibold and Spaeth ine r01iowing votea against or abstainea: Whereupon the Resolution was declared duly
