Councilmen Hunt, Neils, Seibold and Spaeth e following members were absent: None * tit •t• Councilman Neils introduced the following Resolution and moved s adopt on: RESOLUTION NO. 75-606 ENDORSEMENT OF FEDERAL GENERAL REVENUE SHARING WHEREAS, the U.S. Congress enacted Federal General Revenue Sharing (PL 92-512) in 1972, and WHEREAS, this source of revenue has permitted local units of government to maintain necessary and desirable programs and services for the citizens of these local units of government, and WHEREAS, the continuation and renewal of general revenue sharing will be an issue of major concern in the 94th Congress, and WHEREAS, questions have been raised concerning the equity and appropriateness of the distribution formula and of citizen participation in the planning phases of the appropriation of these funds, and WHEREAS, suburban areas of the United States have many unique,first-time start- up costs and are faced with a continuous drain of resources to the Targe urban cities, and WHEREAS, any modification to the distribution formula, particularly in the area of increasing the ceiling for the next entitlement period, must be viewed as further promoting irresponsible fiscal management by the large urban cities, and WHEREAS, the hearings and debates on the proposed extension of Federal General Revenue Sharing will assure a thoughtful review of the particular and special problems of urban and rural areas of the United States by the Congress and by the leaders of these areas, NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA that it does hereby strongly endorse and support the concept of Federal General Revenue Shaming for municipalities, in its present form, and urges its Senators and Congressmen to vote favorably upon such legislation, and BE IT FURTHER RESOLVED that copies of this Resolution be transmitted to Senators Hubert Humphrey and Walter Mondale and to Representative William Frenzel. 0 0 Resolution No. 75-606 Page 2 The motion for the adoption of the foregoing Resolution was duly seconded by Councilman Hunt 'and upon vote being taken thereon, the following vote n avor thereof: Mayor Hilde, Councilmen Hunt, Neils, The following voted against or abstal Whereupon the Resolution was declared
