Pursuant to due call and notice thereof, a s ecial meeting of the City Council of the City of Plymouth, Minnesota, was a on tie 23rd day of June 19 7, The following members were present: Mayor Hilde aser none Ma or H lde introduced the following Resolution and moved IS, a option: RESOLUTION NO. 75-320 AMENDING THE LAND USE GUIDE PLAN FOR-SECTIONS'1'!, 15, 22 and 23 FOR PURPOSES OF A REGIONAL PARR DEVELOPMENT BY THE,HENNEPIN COUNTY COUNTY PARK RESERVE DISTRICT (A-338) WHEREAS, it is the proposal of the Hennepin County Park Reserve District to acquire and develop certain lands in Sections 14, 15, 22 and 23 of the City of Plymouth for the purposes of a regional park, and; WHEREAS, said park concept appears as an element of the Metropolitan. Parks System Guide Plan, and; WHEREAS, the establishment of said park would require an amendment to the Land Use Guide Plan of the City of Plymouth, and; WHEREAS, the Plymouth Planning_ Commission has held a PublicHearingto lk consider an amendment to the Land Use Guide Plan consistent with the regional park proposal, and has adopted.a recommendation therefore; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY F' PLYMOUTH, MINNESOTA that it should and does consent to said regional park concept of the Hennepin County Park Reserve District and said Council' will amend by resolution the Land Use Guide Plan.to "Public and Semi- Public" at such time and to such extent as said Park Reserve District becomes fee title owner of lands within the area of the proposed park location. RESOI,VED'FURTHER that City Council consent to, and Guide Plan amendments for, the proposed regional park are subject to the following conditions and understandings concerning the acquisition, development and operation of said park: 1. That any acquisition of homestead property be on a fair and equitable basis to the extent that personal property rights are balanced with the responsibility to protect the interests of the general public. 2. That the matter of special assessments collectible by the City of Plymouth be coordinated in the manner outlined in the City Staff Report to the City Council dated May 9, 1975•
