Pursuant to due call and notice thereof, a regular meeting of the City
Council of the City of Plymouth, Minnesota, was held on t e 3rd day of
,Tune , 19 75 . The following members were present:

is adoption:
RESOLUTION NO. 75-268
RESOLUTION APPROVING A CONCEPT PLAN FOR A RESIDENTIAL
PLANNED UNIT DEVELOPMENT FOR THORPE DEVELOPMENT AND
SECURITIES, INC. (RIPPE PROPERTY) (A-498)
WHEREAS, Thorpe Development and Securities, Inc. has submitted a
Concept Plan for a Residential Planned Unit Development proposing
72 units on 28+ acres of land commonly known as the Rippe Property,
and;
WHEREAS, a Staff Report has been prepared and a Public Informational
Meeting has been held on the Concept Plan, and;
10 WHEREAS, the Planning Commission has recommended approval of aid
Concept Plan with modifications,
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
PLYMOUTH, MINNESOTA that responsive to Section 20, Subdivision 3
Paragraph 3a(1) the forty (40) acre RPUD minimum size is hereby waived,
and;
FURTHER, that the City Council should and hereby does approve said
Concept Plan (dated May 19, 1975) with the following conditions and
midifications:
1. Density shall be reduced to 68 units by removal of four
(4) quadriminium units except that a gross density of
74 dwelling units would be acceptable in concept for
the subject project should the developer include the
1.53 acre parcel to the nort:i within the project concept;
and
2. That the major street- witnin the concept be a through street
from West Medicine Lake ')rive to the south end of Evergreen
Lane.
3. That the developer in sub.equent RPUD stages should direct
specific attention to the unique surface drainage problems
of the subject site.

4. That the final placement of buildings on the site shall be
subject to the density of the project as covered by the
first condition.
5. That the developer, in subsequent RPUD stages should firmly
address the problems of the transient traffic accessing
the proposed quadriminium clusters with specific attention
directed to the engineering design of cul-de-sacs as will
be required within these clusters.
6. That the developer, in subsequent RPUD stages, should
include specific provisions for redirecting access to the
Rippe Homestead to a new orientation to the proposed public
street within the subject RPUD, thereby abandoning the
existing access for the Rippe Homestead onto West Medicine
Lake Drive.
The motion for the adoption of the foregoing Resolution was duly
seconded by Councilman Neils, and upon vote being taken thereon, the
following voted in favor thereof: Mayor Hilde, Councilmen Hunt,
Neils, Seibold and Spaeth. The following voted against or abstained:
none. Whereupon the Resolution was declared duly passed and adopted.
