DL-"IRING TO COOPERATE WITH MAPLE GROVE ON
DEVELOPMENT BETWEEN THE TWO CITIES
WHEREAS, Plymouth and Maple Grove share a common boundary, and
WHEREAS, it is to the benefit of both Cities that these Cities proceed individually
and jointly in mutual cooperation to assure that development of boundary lands
occurs in accordance with sound planning principles, including the engineering and
financing of utilities and thoroughfares, and
.WHEREAS, there is current interest in the development of lands in the vicinity of
County Road 10 and proposed County Road 61, and
WHEREAS, Plymouth is desirous of cooperating in the development of said boundary
property lying within Maple Grove, and
WHEREAS, development of lands in Plymouth north and east of County Road 10, and
north and west of proposed County Road 61, should be undertaken in a manner compatible
in detail with contiguous property in Maple Grove and generally in conformance with
the Plymouth Land Use Guide Plan,
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA that:
1. Plymouth would give serious consideration to undertake as .
a joint venture with Maple Grove a public improvement project
to construct proposed County Road 61 from a temporary
connection with County Road 47 in Plymouth to its connection
with Hemlock Lane in Maple Grove.
The purpose of said project would be to establish utlimate
alignment and right-of-way for County Road 61, with construc-
tion to interim rural section and costs to be one hundred
percent (100%) assessed to abutting properties in the absence
of County assistance.

• 2. Plymouth would give serious consideration to undertaking
a public improvement project to similarly constructing
a realignment of County Road 10 to provide for a proper
intersection between County Roads 10 and 61.
Plymouth would give serious consideration to mutual
agreements whereby Maple Grove might provide for
temporary sewer and water service to boundary lands within
Plymouth, provided engineering aspects can be arranged so
that trunk service can ultimately be provided from the
Plymouth system without incurring unreasonable additional
facilities costs.
Plymouth would give serious consideration to mutual
agreements, including the Metro Sewer Board, whereby
Maple Grove might provide permanent sewer trunk service
to a major portion of these boundary lands within Plymouth.
Such arrangement would have to be conditioned by the
premise that Plymouth would be bound by the economic
considerations of the costs of serving the remainder
of the drainage slabdistricts from the Plymouth trunk
system.
