R ESOLUTION N O. 2020-152
R ESOLUTION A UTHORIZING D ELAY OF S PECIAL A SSESSMENT C ERTIFICATION
D URING THE COVID-19 P ANDEMIC
WHEREAS, on March 16, 2020, in response to the COVID-19 pandemic, Governor Walz issued
executive order No. 20-04, and subsequently extended that declaration by Executive Order No. 20-20; and
WHEREAS, the State of Minnesota and numerous communities have been impacted by the outbreak
of COVID-19 pandemic forcing the slow down, and in some cases, shuttering of businesses creating
significant unemployment; and
WHEREAS, many individuals have also been impacted by the COVID-19 pandemic with the loss of
employment and income; and
WHEREAS, State and Federal Governments have implemented various tools to aid in the recovery of
businesses and employment; and
WHEREAS, City staff has evaluated viable options to provide immediate relief to local businesses and
residents.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA that a one year deferral be granted for special assessments for those projects where
assessment hearings are held after April 28, 2020 and before December 31, 2020, whereby first installment
shall be the first Monday in January 2022, and no interest shall accrue in the deferral period from the date
of assessment hearing until November 1, 2021.
