RESOLUTION NO. 75-119 REQUESTING ACTION BY HENNEPIN COUNTY BOARD OF COMMISSIONERS RE EQUALIZATION OF TAX BURDEN WHEREAS. the Commissioner of Taxation hes recently reported on the 1973 Real Estate Assessment Sales Ratio Study, which study clearly indicates that the assessing practices in the counties of Carver. Dakota, Ramsey, Scott and Washington are substantially inferior to those of Anoka and Hennepin counties, and WHEREAS, deficiencies In assessing practices are, by law, to be corrected by the Commissioner of Taxation in order that the residents of one area are not required to pay a disproportionate share of the tax burden, and WHEREAS, the present situation creates a;, disproportionate tax burden upon Hennepin County taxpayers for metropolitan` area services, as well as -Fiscal Disparities tax base shaMngr and :WHEREAS, equalization of assessments. is the initial responsibility of local 806`01 ,6f Review in Hennepin County subject to additional review of the Hennepin County Board of Review, and WHEREASM it is vital that all the communities of Hennepin County are properly assessed and equalized to insure that no community in Hennepin County is paying for county and/or metropolitan area services at a disproportionate level because of poor assessing or equalization practices, ,y NOW, THEREFORE, BE IT HEREBY RESOLLYEO 8Y THE CITY COUNCIL OF THE CITY OF PLYMOUTH thet thiAennepin County Board of Commissioners is hereby requested to inform the Commissioner of the Department of Taxation that Hennepin County expects the Condssioner to take those necessary, and appropriate steps to lnsure that the proper equalization -is provided among all counties in the metropolitan area sous to insure that residents of Hennepin County do not continue to pay a disproportionate share Of metropolitan area services nor contribute.disporportionate Monies to the Fiscal Disparities tax erose pool. and FURTHER, that the Hennepin CountyRevieBoard of Commissioners through the t Hennepin County Assessor notify ali Boards of w in Hennepin County that the i County will equalize the valuation in those communities which fail to properly assess their properties'in accordance with the requirements of State' laws. BE IT FURTHER RESOLVED that copies of this resolution be sent to the Hennepin 0 'Resolution No 75-1.19 Page Two County legislative delegation and the Commissioner of Taxation. The motion for the adoption of the foregoing resolution was duly seconded by Councilman Neils, and upon vote being taken thereon, the following voted in favor thereof: Mayor Hilde, Councilmen Hunt, Neils, Seibold and Spaeth. The following voted against or abstained: none. Whereupon the resolution was declared duly passed and adopted.
