CITY OF PLYMOUTH
• Pursuant to due call and notice thereof, a special meeting of the City
Council of the City of Plymouth. Minnesota. was held on -We 24th day of

Councilman Neils introduced the following Resolution and moved

RESOLUTION NO. 75-111
REQUEST FOR EXCLUSION FROM MTC TAXING DISTRICT
WHEREAS, the City of Plymouth does not benefit from the operations of the Metro-
politan Transit Commission by virtue of the fact that commission buses do not
operate within the City of Plymouth, and
WHEREAS, such limited public transportation service as is available is provided
by the Medicine Lake Lines, Inc. who have recently found it necessary to again
. substantially increase their bus fares, and
WHEREAS, the Medicine Lake Lines. Inc. cannot profitably expand their level of
service to the citizens of Plymouth faced with the staggering cost of acquiring
new equipment. and
WHEREAS, the MTC has rejected City proposals to provide direct and meaningful
financial support to the Medicine Lake Lines, Inc. and has instead proposed a
new policy which would eliminate private transit operators at an increased cost
to metropolitan area taxpayers, and
WHEREAS, the proposed new policy is a hypocrittcal statement in that it proposes
support to private transit operators while, in fact, includes language which is
designed to remove privetetransit operators from competition, and
WHEREAS, all of the City of Plymouth is included within the Metropolitan Taxing
District, and the property owners of the City of Plymouth in 1974 contributed
property tax monies in the approximate amount of $187,445 for the support of the
Metropolitan Transit Commission and in 1975 will contribute tax monies exceeding
$331,000 with no benefit, and
AMEREAS, since the residents of Plymouth do not derive any meaningful benefit
from these tax payments, equity demands that the City of Plymouth be removed from
the Metropolitan Taxing District,
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH
that the Legislature be and the same is hereby respectfully requested to approve
legislation removing Plymouth. along with other communities not directly served
by Metropolitan Transit service, from the Metropolitan Taxing District, and further
that such a provision be added to H.F. 267;
E IT FURTHER RESOLVED, that copies of this resolution be sent to Senator
olf Nelson and Representatives Tad Jude. Lon Heinitz, Salisbury Adams and
om Berg, Chairman of the Nouse Cond ttse on Local and Urban Affairs.
The motion for the adWtlon of the foregoing resolution was duly seconded
by Councilman Seibold, and upon vote being taken thereon, the following voted
in favor thereof: Mayor Hilde, Councilmen Neils and Seibold. The following
voted against or abstained: none. Whereupon the resolution was declared duly
passed and adopted.
