The following memb,ars were present: Mayor Hilder Councilmen Hunt, eils,—TeMold and Spaeth Thefollowing members were absent: none Councilman Spaeth introduced the following Resolution and moved s a p on: RESOLUTION NO. 75-86 ADOPTING POLICY - USE OF SCHOOL FACILITI€S' WHEREAS, the City of Plymouth has entered into Joint and Cooperative Agreements for Recreational Facilities with School Districts operating within the City, by the terms of which joint recreational programs may be conducted, and WHEREAS, the City of Plymouth through its Park and Recreation Department fre- quently plans recreation programs which require the use of school facilities, and is WHEREAS, one adopted aim of the National Education Association is "preparation for worthy use of leisure" and that close cooperative action with our School Districts should be a continuing process for our mutual benefit and for that of our citizens, and WHEREAS, our citizens' property taxes finances and maintain schools whose facilities should be available insof.r as possible for full-time year-round use to all persons, young and old, and WHEREAS, such use will help avoid the need for building and maintaining additional expensive facilities, and WHEREAS, the use of these school fa.•ilties may, on occasion, create an additional expense to the School L'istrict beyond the normal expenses of operating its facilities, NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH that in those cases where additional costs are incurred by a School District due to the operation of a City -sponsored and run recreational program within their facilities, a reasonable contribution may be made to assist the School District in helping to defray those additional costs. .BE IT FURTHER RESOLVED that it is the intent of the Joint and Cooperative Agreements for Recreational Facilities between the City and the School Districts to provide for the maximum use of one another's facilities and that decisions regarding whether or not payment should be made for the use of such facilities shall be made by the . Joint Recreation Committee established by such agreements. BE IT FURTHER RESOLVED that the Director of Parks and Recreation shall be responsible for calculating any additional costs which may be incurred by the application of this policy and including those costs when preparing his recreation program budget.
