Pursuant to due call and notice thereof, a special meeting of the City
Council of the City of Plymouth, Minnesota, was held on tie 27th day
of January , 19 75 The following members were present: Mayor Hilde,
Councilmen Hunt, Selbold and Spaeth

Councilman Spaeth introduced the following Resolution and
i5ved its adoption:
RESOLUTION NO. 75-76
AUTHORIZING JOINT POWERS AGREEMENT WITH HENNEPIN COUNTY
WHEREAS, the Housing and Community Development Act of 1974, Public Law 93-383, author-
izes the formation of "urban counties," and
WHEREAS, Hennepin County can become a designated "urban county" pursuant to the Act
by signing cooperative agreements with municipalities in the County totalling in
. population 200,000 people, and
WHEREAS, it appears to be to the advantage of Hennepin County municipalities to
Join with the County in this endeavor,
THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH that
Plymouth, a duly constituted local government of Hennepin County. join with the
County, pursuant to Minnesota Statutes 471.59 as amended by Laws of Minnesota, 1973,
Chapter 541, to accomplish the eligible activities denoted in Section 570.200 of the
rules and regulations pertaining to Public Law 93-383, and
BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH that the duly
authorizAd chief executive officer of this City be authorized to sign on behalf of
the City a joint powers agreement with the County by the January 31, 1975 deadline
that has been established by the Department of Housing and Urban Development for
such agreements.
The motion for the adoption of the foregoing Resolution was duly seconded by
Councilman Seib d , and upon vote being taken thereon. the
