Council of the City of Plymouth, Minnesota, was held on the 18th day of

Councilman Neils introduced the following Resolution and moved
s adoption:
RESOLUTION NO. 74-561
ADOPTING A POLICY WHEREIN STAFF REPORTS ARE AVAILABLE TO HOMEOWNER ASSOCIATIONS
WHEREAS, the City Council has continually sought to facilitate effective communications
between the City, its staff and the citizens of Plymouth in order that citizen partici-
pation in matters affecting them may be as effective as possible, and
WHEREAS, numerous homeowner associations have been established for the purpose of
representing neighborhood interests in the community and further to communicate to
the neighborhood matters being considered by the City, and
WHEREAS, the members of the City Council, its boards, commissions and staff, have
. expressed their willingness to meet periodically with homeowner associations in
order that effective communications can be maintained, and
WHEREAS, it has been determined that additional information should be made available
to homeowner associations in the form of written reports which are set to members of
the Planning Commission and/or Council dealing with matters affecting such homeowner
associations,
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH
that it is the policy of the City to make available to the president of bona fide
homeowner associations, or his authorized representative, whose homeowner association
is affected by development adjacent to such neighborhood association area, copies of
staff reports which are submitted to either the Planning Commission or the Council.
The staff shall make such reports available not less than eight (8) hours prior to
the meeting at which time the particular item is to be presented, but at no time
sooner than these reports being received by the Planning Commission or Council.
It is expected that this policy will permit the homeowner association representative
to become familiar with the staff report and thereby be in a position to communicate
the neighborhood association's positions regarding the proposed matter in a concise
manner which will facilitate the review work of the Planning Commission or Council.
The motion for the adoption of fie foregoing resolution was duly seconded by Councilman
Seibold, and upon vote being taken thereon, the following voted in favor thereof:
Mayor Hilde, Councilmen Neils and Seibold. The follo•.ing voted against or abstained:
. none. Whereupon the resolution was declared duly passe_ and adopted.
