HomeMy WebLinkAboutCity Council Resolution 2020-144 C ITY OF P LYMOUTH R ESOLUTION N O. 2020-144 R ESOLUTION A UTHORIZING R EFUNDS OF P RORATED L IQUOR L ICENSE F EES AND W AIVING P ENALTIES DUE TO L ATE P AYMENT ON U TILITY B ILLS D URING THE COVID-19 P ANDEMIC WHEREAS, on March 16, 2020, in response to the COVID-19 pandemic, Governor Walz issued executive order No. 20-04, and subsequently extended that declaration by Executive Order No. 20-20; and WHEREAS, the State of Minnesota and numerous communities have been impacted by the outbreak of COVID-19 pandemic forcing the slow down, and in some cases, shuttering of businesses creating significant unemployment; and WHEREAS, many individuals have also been impacted by the COVID-19 pandemic with the loss of employment and income; and WHEREAS, State and Federal Governments have implemented various tools to aid in the recovery of businesses and employment; and WHEREAS, City staff has evaluated viable options to provide relief to local businesses and residents. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA that the following actions are authorized: 1. Refund prorated liquor license fees for intoxicating on-sale liquor licenses (prorated amount calculated from March 16, 2020 until the restriction has been lifted or packaged product is allowed to be sold with the sale of food). 2. Waive penalties on utility bills for three months beginning with March billing (due in April). APPROVED by the City Council on this 14th day of April, 2020.
