RECOMMENDED MOTION: Move to support the proposed new direction for the I-494 Corridor Commission, which will refocus its mission to promoting the reconstruction of I-494 from the Minnesota River to I-94 and expand the membership of the Commission to include representatives from businesses in the corridor. 2. BACKGROUND: The Cities of Bloomington, Eden Prairie, Edina, Minnetonka and Richfield created the I-494 Corridor Commission, a joint powers organization, in the late 1980s. The purpose of the Commission at that time was to assist in efforts to 1) improve traffic conditions on I-494 by increasing the capacity of the freeway, 2) improve transit service and 3) implement strategies for travel demand management (TDM) programs. These programs essentially all focus on reducing the number of auto trips during the rush hours. Based on proximity and perceived common interests, in 1994, the Commission asked both Plymouth and Maple Grove to join this original group. In July, 1994, the city of Plymouth agreed to join. The City of Maple Grove joined as well. Consequently, the Commission's area of influence now extends from the Minnesota River in Bloomington to I-94 in Maple Grove. Since Plymouth joined the Commission, most of our efforts have been focused on demonstration programs to enlist employers in the corridor to encourage their employees to car pool, use transit, etc. These efforts have not produced many tangible results, at least in part because there are not sufficient incentives in place, such as meter by-pass lanes, to make it attractive enough for people try car pooling or transit. Consequently, the Commission has reexamined its mission and has concluded that we need to refocus on promoting the reconstruction of I-494 from the Minnesota River to I-94 (see attachment). The Commission has also concluded that in order to move ahead, we need to expand the membership of the Commission to include representatives from businesses in the corridor. The Commission further concluded that before we move to expand membership, we need to gain the concurrence of the city councils from each member city on the new direction. 3. RECONIMENDATION: The purpose of the special council meeting on March 5 is to review the new approach the Commission is proposing, answer the Council's questions, and seek their support for the new approach. Lisa Radeunz, the Staff Consultant to the Corridor Commission will make the presentation. Staff recommends that the City Council support the proposed new direction for the I-494 Corridor Commission.
