R ESOLUTION APPROVING THE S UBMISSION OF F ISCAL Y EAR 2020-2024 C OMMUNITY
D EVELOPMENT B LOCK G RANT C ONSOLIDATED P LAN AND A NALYSIS OF I MPEDIMENTS,
AND THE A PPLICATION AND A LLOCATION OF FISCAL YEAR 2020 C OMMUNITY
D EVELOPMENT B LOCK G RANT P ROGRAM F UNDS
WHEREAS, the City of Plymouth received Community Development Block Grant (CDBG) funding
in fiscal years 2015 through 2019; and
WHEREAS, the City of Plymouth anticipates receiving CDBG funding in fiscal years 2020 through
2024; and
WHEREAS, the Consolidated Plan process is designed to help states and local jurisdictions assess
their affordable housing and community development needs and market conditions, and to make data-
driven, place-based investment decisions; and
WHEREAS, under 24 CFR Part 91, Subpart C, the submission of a 5-Year Consolidated Plan is a
requirement for annual recipients of CDBG funding; and
WHEREAS, the Regional Analysis of Impediments to Fair Housing Choice addresses housing
barriers and solutions in the seven-county Twin Cities metropolitan area; and
WHERAES, the completion of a Consolidated Plan in and of itself requires the undertaking of fair
housing planning through the completion of a Regional Analysis of Impediments to Fair Housing Choice,
the identification of impediments to Fair Housing, and maintenance of Affirmatively Further Fair
Housing records; and
WHEREAS, the City of Plymouth is eligible to apply to the U.S. Department of Housing and Urban
Development (HUD) for 2020 funding for the Community Development Block Grant (CDBG) program;
and
WHEREAS, on March 26, 2020, the Plymouth Housing and Redevelopment Authority held a duly
constituted public hearing to allow interested parties to express their opinions regarding the allocation
of funds for the 2020 CDBG Program Year; and
WHEREAS, the City Council has reviewed the recommendations of the Housing and
Redevelopment Authority regarding the proposed activities and allocation of CDBG funds for Program
Year 2020.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it hereby approves the submission of the 2020-2024 CDBG Consolidated Plan and the
Regional Analysis of Impediments to Fair Housing Choice to the United States Department of Housing
and Urban Development.
BE IT FUTHER RESOLVED, that the City Council hereby authorizes the City Manager to submit to
the U.S. Department of Housing and Urban Development the application and all required documents for
participation in the 2020 Community Development Block Grant Program Year and approves the
allocation for the following projects in the respective proposed amounts:

Affordable Housing Development – Hammer Residences 25,000
Fair Housing Activities 3,000

Total 2020 CDBG Allocation $ 295,215
BE IT FURTHER RESOLVED, that any increase in the anticipated funding amount for the 2020
CDBG fiscal year will be split between the 2020 Housing Rehabilitation, First Time Homebuyer, and
Social Service programs (within the 15% maximum allowance). Any decrease will be split between the
2020 Housing Rehabilitation, First Time Homebuyer, and Social Service programs (within the 15%
maximum allowance).
BE IT FURTHER RESOLVED, that if the City receives additional assistance in their 2020 allocation
due to COVID-19 relief bills, the City may, at its discretion, use that additional funding for COVID-19-
related relief activities.
BE IT FURTHER RESOLVED, that all CDBG program income may be used to cover expenses
generated in any existing CDBG program or activity and not just expenses related to the activity
generating the income, unless otherwise reallocated by the City Council.
BE IT FURTHER RESOLVED, that carryover funds totaling $1,150 from the 2017 CDBG fiscal year
be allocated to the 2020 Lutheran Social Service of Minnesota program.
BE IT FURTHER RESOLVED, that carryover funds totaling $2,250 from the 2018 CDBG fiscal year
be allocated to the 2020 Lutheran Social Service of Minnesota program.
BE IT FURTHER RESOLVED, that carryover funds totaling $10,870 from the 2019 CDBG fiscal year
be allocated as follows:
1. TreeHouse $8,270.00
2. Lutheran Social Service of Minnesota 2,600.00
Total $10,870.00
BE IT FUTHER RESOLVED, that all other unexpended 2019 CDBG funds be allocated to the same
program activity in 2020, unless otherwise reallocated by the City Council.
