HomeMy WebLinkAboutCity Council Resolution 2020-104 C ITY OF P LYMOUTH R ESOLUTION N O. 2020-104 R ESOLUTION A PPROVING THE P ERMANENT C LOSURE OF THE W EST M EDICINE L AKE B OAT L AUNCH WHEREAS, the Three Rivers Park District made improvements to their public access in 2014 making the West Medicine Lake boat launch unnecessary; and WHEREAS, the reduction of public access may improve the effectiveness of starry stonewort identification and response on Medicine Lake, reduce introduction of additional AIS to Medicine Lake, and reduce the spread to other local lakes; and WHEREAS, the Medicine Lake Homeowners Association (AMLAC) supports the closing of the West Medicine Lake boat launch; WHEREAS, the closure of the launch was discussed at the March 11, 2020 Environmental Quality Committee meeting; and WHEREAS, the Environmental Quality Committee received public input and recommends the closure of the West Medicine Lake boat launch during open water conditions. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA that: 1. The closure of the West Medicine Lake boat launch is approved and staff is directed to work with Three Rivers Park District staff on the following items: a. Allow residents, who live on the lake, access to the launch when launching and not parking in the parking lot; b. Explore enhancements to the French Regional Park boat launch to address low water launch concerns; c. Discuss expanded aquatic invasive species monitoring in the early morning hours; and d. Discuss the feasibly of the City opening the West Medicine Lake Boat Launch should low water conditions prevent residents from utilizing the French Regional Park boat launch. APPROVED by the City Council on this 24th day of March, 2020.
