SUBJECT: Shared Fire Station Facility and Joint Operations Plan
In the coming years, Maple Grove and Plymouth will each be faced with the need to provide increased
emergency fire/rescue/hazmat services in the southwest and northwest areas of our respective
communities. With the costs of providing such service increasing and the ability to recruit and retain
volunteer firefighters becoming more difficult, we have been discussing the concept of a shared fire
station facility in our border area and enhancing our existing joint response plan to staff and operate
this station.
A shared fire station would ideally be located near the border in either community along an existing
major collector street such as Vicksburg Lane or Lawndale Lane. This would enable quick travel time
for volunteer firefighters from their homes to the station and quick response time for the fire apparatus
from the station to the scene of the emergency.
The cities would share the cost of acquiring the land and constructing the station. Each city would
provide personnel and fire apparatus for the new station. With a shared station, rather than each city
having to provide a staff of 20 firefighters, each could provide 10 and share response duties. With a
shared station, rather than each city having to provide two engines and other miscellaneous vehicles,
each could provide one engine and fewer miscellaneous vehicles.
Currently, the two fire departments operate under an automatic mutual aid agreement whereby certain
types of confirmed structure fires and rescue incidents automatically cause both cities to respond with
personnel and equipment. We also operate a joint hazardous materials response team. Operations at
a shared station would be an expansion of the present operating procedure where both Plymouth and
Maple Grove fire personnel would respond to calls in either city in these border areas for any type of
fire call assigned to this station. The present supervisory structure would be expanded with officers
from both departments managing the personnel.
Before committing any further staff time on this project, we are requesting guidance from our City
Councils. Does each City endorse this concept of a shared fire station? How do you wish us to
proceed?
