CITY OF PLYMOUTH
Pursuant to due call and notice thereof, a regular meeting of the City
Council of the City of Plymouth, Minnesota, was held on the 4th day of March,
1974. The following members were present: Mayor Hilde, Councilmen Neils,
Hunt and Spaeth. The following members were absent: Councilman Seibold.

Mayor Hilde introduced the following Resolution and moved its adoption:
RESOLUTION NO. 74-140
EXPRESSION OF COUNCIL'S CONCERN THAT THE CITY OF MINNEAPOLIS
TAKE STEPS TO PAY ASSESSMENTS
WHEREAS, the City of ,Minneapolis owns and operates a facility known
as the Minneapolis Workhouse occupying some 485 acres in the City of
Plymouth, and
WHEREAS, the City of Plymouth has from time to time since 1966 under-
taken certain public improvement projects which benefit portions of said
Workhouse property, and
WHEREAS, special assessments have been levied by the City of Plymouth
in accordance with its special assessment policies on the Workhouse pro,
perty in the same manner as all other benefited property in the community
on a consistent and uniform basis, and
WHEREAS, discussions between representatives of Plymouth and Minneapolis
from time to time have indicated that representatives of Minneapolis agreed
to the equity of assessments levied by the City of Plymouth, and
WHEREAS, to date the City of Minneapolis has not made any payments on
these special assessments which now total, including accrued interest,
some $460,000, and
WHEREAS, additional public improvement assessments for improvements to
Vicksburg Lane are anticipated 1n the approximate amount of $287,000 in the
foreseeable future, and
WHEREAS, The City of Plymouth, in order to finance its public improve-
ment programs requires payment of these present assessments, as well as those
assessments anticipated to be levied, totaling more than $747,000 in order
that it might properly develop in any coordinated fashion,
NOW, THEREFORE, BE 1 HEREBY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PLYMOUTH that the Council of the City of Plymouth requests the
Council of the City of Minneapolis to take the necessary actions imme-
diately to insure that the assessments levied by the City of Plymouth
for benefit to property owned by the City of Minneapolis are paid to the
City of Plymouth as those periodic payments become due.

BE IT FURTHER RESOLVED that with respect to the existing delinquent
special assessments, including interest, that the City of Plymouth shall
forego any interest it has in any penalties with regard to such delin-
quencies.
BE IT FURTHER RESOLVED that the Council of the City of Plymouth will
be pleased to meet with the Minneapolis Council and their representatives
for the purpose of providing additional information as required.
The motion for the adoption of the foregoing Resolution was duly seconded
by Councilman Neils, and upon vote being taken thereon, the following voted in
favor thereof: Mayor Hilde, Councilmen Neils, Hunt and Spaeth. The following
voted against or abstained: None. Whereupon the Resolution was declared duly
passed and adopted.
