HomeMy WebLinkAboutCity Council Resolution 1974-130CITY OF PLYMOUTH Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Plymouth, Minnesota, was held on the 4th day of March, 1974. The following members were present: Mayor Hilde, Councilmen Neils, Hunt and Spaeth. The following members were absent: Councilman Seibold. **t Councilman Spaeth introduced the following Resolution and moved its adoption: RESOLUTION NO. 74-130 STORM SEWER ASSESSMENT POLICY WHEREAS, the City of Plymouth on the 6th day of August, 1973, adopted a Comprehensive Storm Drainage Plan, dated March, 1973 which plan identifies the major storm drainage districts and sub -districts of the City of Ply- mouth, and WHEREAS, the construction of storm sewers within these C'istricts are undertaken from time to time in accordance with the Comprehensive Storm Drainage Plan, and WHEREAS, the cost of such construction is deemed to be recoverable solely from the area benefitting from the improvement project, NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH: that the policy of the Council of the City of Plymouth is that the City shall not normally participate in the financing of storm sewer projects within the City, providing however, that the Council may from time to time levy on an ad valorem basis such funds as it deems re- quired to pay for minor projects or other related costs which will be sub- sequently assessed to the benefitting properties, AND BE IT FURTHER RESOLVED, that the Manager shall in his annual budget to the Council identify any storm sewer projects for which he recommends an ad valorem levy, and further that an administrative procedure be established whereby this policy can be implemented so that these ad valorem levies can be used for front-end costs of a small project which could be reimbursed when a larger project is undertaken. AND BE IT FURTHER RESOLVED, that on Municipal State Aid (MSA) projects requiring storm sewer construction, that portion of the storm sewer construc- tion attributable to state aid construction shall be financed out of M.S.A. funds when such funds are available. Resolution No. 74-130 • Page Two i The motion for the adoption of the foregoing Resolution was duly seconded by Councilman Neils, and upon vote being taken thereon, the following voted in favor thereof: Mayor Hilde, Councilmen Neils, Hunt and Spaeth. The following voted against or abstained: None. Whereupon the Resolution was declared duly passed and adopted.
