A local emergency declaration allows Plymouth’s Emergency Management Team to request and coordinate necessary aid and resources from our county and state partners, as needed. It also permits the city to quickly and efficiently mobilize available resources, conduct immediate purchasing and contracting, and take other necessary actions to protect the health, safety and welfare of the community. The mayor’s declaration takes immediate effect. View the March 19 proclamation on the city’s website at plymouthmn.gov. The declaration follows a March 13 executive order by Minnesota Governor Tim Walz, which declared a peace time emergency. The Plymouth City Council is expected to extend the emergency declaration at its March 24 meeting. For the latest information about the city’s response to coronavirus, visit plymouthmn.gov/coronavirus. -30- Page 6 CITY OF PLYMOUTH RESOLUTION N0. 2020-114 RESOLUTION ENACTED UNDER AUTHORITY OF MINNESOTA STATUTES 12.29 AND 12.37 TO EXTEND THE PERIOD OF A MAYOR DECLARED LOCAL EMERGENCY WHEREAS, Jeffry Wosje, the Mayor of the City of Plymouth has found that the following situation (the "Situation") exists: Peace Time Emergency Due to COVID 19 Health Pandemic WHEREAS, the Governor has issued Executive Order 20-01 declaring a peace time emergency and coordinating Minnesota's Strategy to Protect Minnesotans from COVID-19 (attached); and WHEREAS, the Mayor has declared that the Situation is a local emergency; and WHEREAS, the City Council of the City of Plymouth agrees with the Mayor's findings, and further finds that the Situation will last for more than three (3) days; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plymouth, Minnesota, as follows: The City Council declares the Situation constitutes a local emergency continuing until federal or state action declaring an end to the state of emergency or subsequent determination of the Plymouth City Council. This declaration of a local emergency will invoke the city"s disaster plan. The portions that are necessary for response to and recovery from the emergency are hereby activated. In support of the health and safety of taxpayers and the Hennepin County staff, the Open Book meeting scheduled for Wednesday, April 15, 2020 has been cancelled. What you can do instead. Hennepin County appraisers are conducting virtual valuation and classification reviews with no face-to-face contact. Open Book meetings are an important aspect of transparency in the assessment of real property. We find it important to share the steps we have taken to support the health and safety of the public and our staff, and to prevent the spread of COVID-19. Hennepin County Assessor Value Review Process Appraisers in our office continue to answer value calls from taxpayers and respond quickly to questions and concerns. We are conducting virtual valuation and classification reviews with no face-to-face interactions with property owners or tenants. We are not conducting any physical inspections, whether interior or exterior, of any property. We are using all tools available to us including, aerial imagery, GIS technology, sales listing information, etc. We are also collaborating with property owners to assist in the review process by asking them to provide real-time photographs of property, video walkthroughs, as well as, documentation related to their property, such as, inspection reports and appraisals. Property owners have been overwhelmingly understanding and cooperative in this process as we continue to strive toward excellent customer service and assure due process to everyone. Open Book Meetings Open Book meetings are scheduled as an opportunity for taxpayers to discuss their assessments with assessors and are typically held in a face-to-face setting. It is important to note that Page 9 Cancellation of Hennepin County Open Book Meetings 2 taxpayers may call their assessor at any time after receiving their valuation notice up until the County Board of Appeal and Equalization (CBAE) deadline for appointments of May 20, 2020. Taxpayers can request a discussion of their assessments with their respective county appraiser or local assessor. Each valuation notice mailed includes a phone number that will put taxpayers in touch with the appropriate appraiser or assessor for their jurisdiction. In many ways, this conversation results in the same information sharing and process as the Open Book meeting itself. Open Book meetings are the responsibility of the County Assessor. They are informal meetings between the assessor and taxpayers and do not have any statutory requirements to comply with open meeting laws. They are not considered formal meetings of a governing or public body. The Minnesota Department of Revenue (MDOR) has offered guidance to follow the county’s COVID- 19 plans with respect to Open Book meeting procedures. In accordance with MDOR guidance and Hennepin County’s decision to close public facing services, the Hennepin County Assessor’s Office is cancelling in-person Open Book meetings as scheduled for the 2020 assessment. To support continued transparency and customer service, the county will continue to supply taxpayers with as much information as we can and by directing taxpayers to the Hennepin County website where they may review property valuation and sale information. We request your help in circulating communication to taxpayers of this change. This may include updates on the city’s website, social media, mailings, newspaper advertisements, electronic list serves, etc. Please place the attached posting on the front door of your city hall as soon as possible to inform taxpayers of this change. Taxpayers should contact their assessor at the phone number listed on their Valuation and Classification Notice to discuss questions and concerns about their property. Taxpayers retain their right to appeal their valuation or classification to the CBAE. The date for the CBAE meeting is June 15, 2020. If taxpayers would like to schedule an appointment for the CBAE they must call (612) 348-7050 or e-mail countyvalueappeal@hennepin.us prior to May 20, 2020.
