VILLAGE OF PLYMOUTH, MINNESOTA
Pursuant to due call and notice thereof a regular meeting
of the Village Council of the Village of Plymouth was held on
November 5, 1973 at the Village Council Chambers, 14900 C 23rd
Avenue North, commencing at 7:30 o'clock p.m. The following
members were present: Mayor Hilde, Councilmen Spaeth, Hunt, i
" Neils and Seibold. The following members were absent: None.
Councilman Spaeth introduced the following

resolution and moved its adoption: j
RESOLUTION NO. 73-437
'{ A RESOLUTION AUTHORIZING AND DIRECTING
THE MAYOR AND VILLAGE MANAGER TO ENTER AN ORDER
WITH RESPECT TO A HAZARDOUS AND DANGEROUS
BUILDING AT 14305 COUNTY ROAD #6 I
WHEREAS, the Building Inspector of the Village of Plymouth

has made a written report to the Council relative to the condition
of a building located at 14305 County Road No. 6 in the Village
of Plymouth and,
WHEREAS, in said report the Building Inspector has {
recommended that proceedings be commenced for the repair of said
building or in the alternative for its razing and removal all
pursuant to Sections 463.15 et seq. of Minnesota Statutes and,
WHEREAS, said report has been examined and considered by
the Council,
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE VILLAGE COUNCIL
OF THE VILLAGE OF PLYMOUTH AS FOLLOWS:
1. That the Mayor and Village Manager are authorized
and directed to enter an Order, a copy of which is
attached hereto as Exhibit "A", to the owners of the
property located at 14305 County Road No. 6, Village of
Plymouth, Minnesota all as provided by the provisions of
Sections 463.15 et seq. of Minnesota Statutes.
2. That the Village Attorney is authorized and
directed to cause said Order to be served upon the owners
of record of said premises, or their agents, upon any
occupants therein and upon all lien holders of record
and to proceed with the enforcement of said Order as
provided by Minnesota Statutes.
The above motion was seconded byand upon vote being taken thereon the following voted in favor
thereof: Mayor Hilde, Councilmen Spaeth, Hunt, Neils and
Seibold. The following voted against: :tone. Whereupon said
resolution was declared duly passed and adopted.

I, the undersigned, being the duly qualified and acting
Village Clerk of the Village of Plymouth, Minnesota, hereby
certify that I have carefully compared the attached and fore-
going extract of minutes of a regular meeting of the Village
Council of said Village held November 5, 1973 with the original
thereof on file in my office and the same is a full, true and
complete transcript therefrom insofar as•the same relates to
authorizing and directing the Mayor and Village Manager to enter
an order with respect to a hazardous and dangerous building at
14305 County Road No. 6.
WITNESS, My hand officially as such Village Clerk and the
corporate seal of the Village this 6th day of November ,
1973.

ORDER
TO: ADAIR C. GOMEZ, Administratrix of the Estate of George W.
Matthews, deceased, NATIONAL BANK OF TULSA, SADA KAPLAN and
DONNA MAE MATLES, Trustees of a Trust Under the bast Will
and Testament of Seeman Kaplan, deceased.
Pursuant to Resolution No. 73-437 adopted by the Village
Council of the Village of Plymouth on November 5, 1973 and in
accordance with Sections 463.15 to 463.26 inclusive, Minnesota
Statutes, the Village of Plymouth finds that the building located
at the above address and situated on land legally described as
follows:
That part of Government Lot 1, Section 28, Township
118, Range 22, described as follows: Beginning at the
Northeast corner of Government Lot 1; thence South
along the East line thereof to a point distant 40 rods
South of the centerline of the Minneapolis rnd Watertown
Road; thence at right angles West 12 rods; thence at
right angles North a distance of 481.4 feet to a point
178.6 feet South of the North line of said Government
Lot 1; thence at right angles East 116.6 feet; thence
at right angles North 178.6 feet to the North line of
said Government Lot 1; thence East a:ong said North line
84.1 feet to the point of beginning,
to be hazardous within the meaning of the aforesaid statutes for
the following reasons:
1. Portions of the'frame have been damaged and destroyed.
2. The electrical lighting and wiring has been removed
and destroyed.
3. Windows are broken and the sills are rotten.
4. Brick chimney is cracked.
S. Exterior walls are damaged and have deteriorated.
6. Ceilings destroyed.
7. Interior is badly damaged and filled with trash.
8. A fire on October 16, 1973 did further damage.
9. The building is rat infested.
Pursuant to the foregoing and in accordance with said
statutes, it is hereby ordered that the above hazardous structure
or structures be repaired to eliminate .:he above described defect
Or that, in the alternative, said structure or structures be
razed or removed and that said repairs to or the razing and
removal of them be completed within thirty (30) days of the date
of the service of this Order.
You are further advised that unless such corrective action
is taken or an answer served upon the Village of Plymouth
and filed in-the office of the Clerk of District Court of
Hennepin County, Minnesota within twenty (20) days from the date
of the service of this Order upon you, a motion for summary
enforcement of this Order will be made to the District Court of
Hennepin County.
You are further advised that if the Village of Plymouth
is compelled to take any corrective action herein, all.necessary
costs will be assessed against the real estate and all necessary
expenses will be certified to the County Auditor for collection
and both of which will be collected as other taxes.
