HomeMy WebLinkAboutCity Council Resolution 1973-247VILLAGE OF PLYMOUTH Pursuant to due call and notice thereof, a regular meeting of the Village Council of the Village of Plymouth, Minnesota, was held on the 2nd day of July, 1973. The following members were present: Mayor Hilde, Councilmen Hunt, Spaeth and Neils. The following member was absent: Councilman Seibold. Councilman Hunt introduced the following Resolution and moved its adoption: RESOLUTION NO. 73-247 WHEREAS, the quality and quantity of storm drainage water which is att A butable to any development has an impact on the community's environment and therefore the public health, safety and welfare, and WHEREAS, it is both necessary and proper to require developers to pro- vide for on-site storage and/or treatment of storm water prior to permitting such storm water to flow from the site, NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF PLYMOUTH that in reviewing plans of developers, the staff shall be directed to review said plans in terms of their meeting the following criteria for storm water runoff: 1. The Village Engineer shall determine whether or not the storm runoff i from a given site is of such a character in terms of quality or quantity as to require on-site storage and/or treatment before it is permitted to drain from the site and enter into the Village's storm drainage system. 2. It shall be the general policy of the Village to require on-site storage of storm water for a 100 year storm for a period of 24 hours in all developments. 3. Developers shall be required to adhere to the Village storm drainage plain and amendments thereto, as.well as the State agency and/or the appropriate watershed district rules, 'regulations and requirements.` 4. When required, developers shall install catch basins, filters, settling ponds or other structures to provide for pre-treatment of storm water runoff and to maintain such structures. 5. Developers shall be required ,to obtain all necessary permits which may be required from any State agency or watershed district. 6. Whenever practical in areas that have storm sewer available, com- mercial and industrial' buildings shall connect their roof drains directly to said storm sewer. 7. Wherever practicable storm drainage use existing surface waterways. I
