of the, Village Council of the Village of Plymouth, Minnesota, was'
held on the 18thday ofJune 1973. The follow
ing members were present: Mayor Hilde, Councilmen Hunt, Spaeth,
Seibold and Neils The following members were absent: None
Councilman Saaeth introduced the following Resolu-
tion
esolu tion and moved its adoption:
RESOLUTION NO. 73-223
WHEREAS, Plymouth Industrial Center has requested rezoning from B-1,
Limited Business District. to 8-3, Service Business District, for property
located at the Northwest corner of Xenium Lane and Highway 55 for the estab-
i lishment of a golf driving range. and
WHEREAS. the Plymouth Village Planning Commission has reviewed said
request and recommended denial,
NOW, THEREFORE., BE IT HEREBY RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF PLYMOUTH that the request of PlYmouth Industrial Center'for re•
zoning from B-1, Limited Business District, to B-3, Service Business District,.
be denied because of the following reasons:
1. It is contrary to the Goals. Objectives and Criteria adopted
by the Village Council on February 7, 1472 under `Goat - Economic r
Vitality, Objective #2, Criteria #i, which states that we are to
develop a mixture of industrial and commercial uses that will
remain stable under changing economic conditions;
2. Goal — Security, Objective #2, Criteria 3(a) - This is a spot
zoning to satisfy's special interest.
3. It is not guided for the change requested;
4. It would, in effect, open a zoning for a retail area when this
area is not intended for such use in the Land Use Guide Plan.

cil of said Village held on June 18, 1973, with the original thereof on file
in my office, and the same is a full. true and complete transcript therefrom.
