I
Pursuant to due call and notice thereof, a regular meeting
of the Village Council- of the Village of Plymouth, Minnesota, was '
held on the 5th day of March, 1973. The following members were
present: Mayor Hilde`, Councilmen Hunt, Spaeth and Neils
The following members were absent: Councilman Seibo d
Councilman Neils introduced the following Reso-
Iution and moved its adoption:
RESOLUTION NO. 73-104
WHEREAS, since Hennepin County was first organized, direct relief has
been administered under what is known as the Township System, and
WHEREAS, since at least 1938, thirty-five of the municipalities located -
in rural Hennepin County have administered direct relief under a system of

contractwherebythese municipalities have employed and maintained two cen-
tral offices with trained personnel which conducts thorough investigations
and administers relief according to standards approved by the State of
Minnesota. and
WHEREAS, under this system in rural Hennepin County, direct relief has
been administered ably, well and satisfactorily and at a cost which is far
less than that which would have been necessarily expended under a County
System, and
WHEREAS,, the,administration of such rel$df in Hennepin County is not
fragmented and has been at all times administered in a humane, efficient and
intelligent manner, and
WHEREAS, it is now proposed that the legislature of the State of
Minnesota enact legislation abolishing the above system of administration of
relief and institute and establish a County System, and
WHEREAS, such a change is unnecessary, undesirable and expensive,
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF PLYMOUTH that the Village of Plymouth is opposed to the enactment
of any legislation which will impose a"County`System of relief in place of
the present Township Relief System, and
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the State Senators and the members of the House of Representatives of
the Legislature of the State of:Minnesota, who are elected from and represent
suburban Hennepin County'and
BE IT FURTHER RESOLVED that if the desire of the Legislature 1s to
obtain assistance or subsidy for the welfare costs of Minneapolis, then this
assistance should be obtained on a state-wide basis.

The motion for theadoptionof the foregoing Resolution was
duly seconded by Councilman Hunt and upon vote being

taken thereon, the following voted in favor thereof: Mayor
Hilde, Councilmen Hunt, Spaeth and Neils The
following voted against or abstained: None
Whereupon the Resolution was declared duly passed and adopted.

I, the undersigned, being the duly qualified and acting Clerk of the
Village of Plymouth, Minnesota, hereby certify that I have carefully compared
the foregoing extract of the minutes of a regular meeting of the Village
Council of said Village held on March 5, 1973, with the original thereof on
file in my office, and the same is a full, true and complete transcript there-
from.
