HomeMy WebLinkAboutCity Council Resolution 1973-086VILLAGE OF PLYMOUTH i Pursuant to due call and notice thereof, a special meeting 11of the Village Council of the Village of Plymouth, Minnesota, was i held on the 20th day of February, 1973. The following members `!were present: Mayor Hild:e,. Councilmen,Hunt. Spaeth, Seibold and }Neils The following members were absent: None _ Councilman Hunt introduced the following Resolu- 111tion and moved its adoption: RESOLUTION NO. 73-86 WHEREAS, the Village of Plymouth, which is partially within the Elm Craek drainage basin in northern Hennepin County finds that it has water management, soil and sediment and land .use management problems, and WHEREAS, the Hennepin County Soil and Water Conservation District has available staff support to assist this municipality with these problems. and WHEREAS, neighboring municipalities have similar and in many cases re-,` lated'problems; and WHEREAS, the law governing the Hennepin County.Soi1 and Water Conser- vation District thereinafter called "the District") makes available the Joint Powers Act for 'the addressing of these common interests, and WHEREAS, Federal and other funding is available for the implementation of works of improvement once the planning phase is prepared, and WHEREAS, the Village of Plymouth is convinced that these problems can 1 be resolved by proper working relationships between existing units of govern- ment and without creation of a new, overlapping taxing unit, NOW. THEREFORE, BE IT HEREBY RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE _OF PLYMOUTH as follows; ..r 1.; That the Village of Plymouth agrees to support the preparation of'a Joint PowersAgreement between itself, its neighboring niunicfpalities in the-drainage basin and the District to deal w)th t e said problems, the Agreement to focus on establishing the staff functions and kinds of`,activity and planning desired by the municipalities from the District, as well as a preliminary organizational structure. t 2. That this municipality financially supports preparation of such an Agreement by Will Hartfeldt, an attorney who is working with the District" in an amount of not more than $44.00 which represents } - the Acreage of this municipality ascompared to the overall acreage in the basin. the total fee to the total basin to be no more than j, $1,000.00. ;fr j{t f{ 3. P� i The motion for the adoption of the foregoing Resolution was �fduly seconded by. Councilman Neils and upon vote being Itaken thereon. the following voted in favor thereof: Mayor Hilde, Counc.il.men Hunt, Spaeth, Seibold and Neils The following voted against or abstained:` None Whereupon the Resolution was declared duly passed and adopted. 11 STATE OF MINNESOTA COUNTY OF HENNEPIN SS. `i VILLAGE OF PLYMOUTH 1,, the undersigned, being the duly qualified and acting Clerk of the Village of Plymouth, Minnesota, hereby certify that I have carefully compared the foregoing extract of the minutes of a special meeting of the Village Counci of said Village held on February 20, 1473 wits the original thereof on file in t my office, and the same is a full, true and complete transcript therefrom.
