The 1 }}following members were absent: Councilman Neils. !www www www i' Councilman Hunt introduced the following Resolution and moved ii !{its adoption: I� RESOLUTION NO. 73-37 f POLICY ON REGULATING URBAN DEVELOPMENT I� j Whereas. the use of private water and sanitary sewer disposal systems as are practiced today for major developments is a menace to the public health, Isafety and welfare of citizens of the Village of Plymouth and the metropolitan area and threatens to cause irreparable harm to, and pollution of, existiaq (natural resources, and !j WHEREAS, skipping over undeveloped land to permit major developments i1places an unreasonable burden upon the landowners, residents and tax payers I�of the Village of Plymouth in that such developments cause undue finan.al :iburdens upon the Village for policing, providing streets. utility extenr.ion L and maintenance, fire protection, and other public services, and !i WHEREAS, major developments located outside of areas serviced by or ad - Ascent to the Village water and sar.sary sewer system disrupts orderly planning. ijfor future developments as well a� causes undue scheduling, engineering and ;fiscal problems for the Vi11Age in expanding services and extending utilities. NOW, THEREFORE, BE IT :{EREBY RESOLVED BY THE VILLAGE COUNCIL OF THE VI OF PLYMOUTH AS FOLLOWS: 1. No land in the Village of Plymouth shall be platted or replatted unless Village water and sanitary sewer shall be available to such property; 2. No major development will be permitted in areas not having Village water and sanitary sewer available; 3. If it can be demonstrated by the petitioner that divergence from the points above will not cause an unreasonable burden upon the Village of Plymouth in providing services and utilities or cause a deleterious impact upon the natural environment, then the Village Council may consider granting a variance to this policy in review- ing a proposed development. The motion for the adoption of the foregoing Resolution was July seconded by Councilman Seibold, and upon vote being taken thereon, the following voted in favor thereof: Mayor Hilde. Coun- ;itmen Hunt. Spaeth and Seibold. The following voted against or rbstained: None. Whereupon the Resolution was declared duly il ;passed and adopted.
