R ESOLUTION N O. 2020-084
R ESOLUTION A PPROVING I NSTITUTION C OMMUNITY W ORK C ONTRACT
WHEREAS, since the late 1990’s, the Parks and Recreation Department has contracted with the State
of Minnesota Department of Corrections for an ICWC crew to provide services for the City; and
WHEREAS, the services provided to the Parks and Forestry and Plymouth Ice Center Divisions include
cleaning, tree removal, fieldhouse dome snow removal, invasive removal, fieldhouse dome inflate and
deflate labor, general maintenance and repairs; and
WHEREAS, the contract provides for an 8-10 person crew and supervisor, personal safety equipment
and tools four days per week; and
WHEREAS, the contract equates to approximately 12,000 work hours per year to the community at a
value of $120,000 annually; and
WHEREAS, the contract includes a 30 day termination agreement clause; and
WHEREAS, the two-year contract cost is $193,500; and
WHEREAS, the program has enabled the City to do many projects that otherwise would not have
been done or would have been contracted to a private vendor.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA that the Institution Community Work Crew contract for the term of May 1, 2020 – April 30,
2022 is approved.
BE IT FURTHER RESOLVED the funds for the contract are included in the Plymouth Ice Center
budget account 540-40-450-45000-7000 at the rate of 56.25% and the Parks and Forestry budget account
100-40-411-411000-7000 at the rate of 43.75% of the contract.
