HomeMy WebLinkAboutCity Council Resolution 2020-046 C ITY OF P LYMOUTH R ESOLUTION N O. 2020-046 R ESOLUTION A PPROVING A S ITE P LAN A MENDMENT FOR THE N ORTHWEST G REENWAY T RAILHEAD SHELTER BUILDING FOR PROPERTY LOCATED AT 5205 P EONY L ANE (2019107) WHEREAS, the City of Plymouth has requested approval of a site plan amendment for the Northwest Greenway Trailhead shelter building located at 5205 Peony Lane, legally described as follows: Outlot A, Elm Creek Highlands, Hennepin County, Minnesota. WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and does approve the request by the City of Plymouth for a site plan amendment for the Greenway North Trailhead shelter building, subject to the following conditions: 1. A site plan amendment is approved for a shelter building and related site improvements at Northwest Greenway Trailhead in accordance with the plans received by the City on June 6, 2019, with additional information received on June 20, 2019, June 24, 2019, June 27, 2019, July 1, 2019, and January 6, 2020, except as may be amended by this resolution. 2. Prior to issuance of the grading permit, the applicant shall fulfill the requirements, submit the required information, and revise the plans as indicated below, consistent with the applicable city code, zoning ordinance, and engineering guidelines: a. Obtain city approval of final construction plans. b. Obtain watershed district approval. c. Obtain Department of Natural Resources approval. d. Obtain Army Corps of Engineers approval. e. Obtain the required right-of-way permits from the City of Plymouth engineering division for any work in the Peony Lane right-of-way. f. Provide a landscaping plan that complies with Section 2130 of the zoning ordinance. 3. Revise the plans to meet fire requirements as follows: a. If the building exceeds 2000 square feet, provide an approved fire sprinkler system for the entire building. b. Identify the post indicator valve and fire department connection locations for the fire sprinkler system. c. Provide a fire sprinkler system monitored by an approved UL central station with a UL certificate on the system. Resolution 2020-046 File 2019107 Page 2 d. Provide an approved solenoid valve on the combination fire/domestic water supply line to the building. e. Provide an approved address, street name sign in an approved location at the site entry drive from Peony Lane. f. Provide approved 12-inch address numerals in an approved location on the building. 4. All retaining walls over four feet shall require issuance of a building permit and a 42-inch fence installed on top of the wall. 5. Silt fence shall be installed prior to any construction on the site. 6. All construction parking shall be located on-site. 7. Standard Conditions: a. Compliance with City’s sign regulations. b. Compliance with the City’s lighting regulations. c. Any subsequent phases or expansions are subject to required reviews and approvals per ordinance provisions. d. The site plan shall expire one year after the date of approval, unless the property owner or applicant has started the project, or unless the applicant, with the consent of the property owner, has received prior approval from the City to extend the expiration date for up to one additional year, as regulated under section 21045.09 of the zoning ordinance.
