HomeMy WebLinkAboutCity Council Resolution 2020-045 C ITY OF P LYMOUTH R ESOLUTION N O. 2020-045 R ESOLUTION A PPROVING S ITE P LAN A MENDMENT FOR W OLD A RCHITECTS AND E NGINEERS FOR S UNSET H ILL E LEMENTARY S CHOOL LOCATED AT 13005 S UNSET T RAIL (2019049) WHEREAS, Wold Architects and Engineers has requested approval of a site plan amendment to allow parking lot upgrades at Sunset Hill Elementary School. Upgrades would include 1) a new parking lot layout to separate parent and bus pick-up/drop-off locations; 2) additional site lighting; and 3) sidewalks, at 13005 Sunset Trail, legally described as follows: That part of the Southeast ¼ of the Southeast ¼ of Section 34, Township 118 North, Range 22, West of the Principal Meridian, lying West of the East 272.22 Feet thereof and lying South of the Southerly line of County Road No. 15, Hennepin County, Minnesota. WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and does approve the request by Wold Architects and Engineers for a site plan amendment for parking improvements at 13005 Sunset Trail, subject to the following conditions: 1. A site plan amendment is approved to allow parking upgrades that would include: 1) a new parking lot layout to separate parent and bus pick-up/drop-off locations; 2) additional site lighting; and 3) sidewalks at Sunset Hill Elementary School in accordance with the plans received by the City on June 3, 2019, with additional information received on June 14, 2019, June 17, 2019, July 2, 2019, November 20, 2019, November 22, 2019, November 25, 2019 and January 3, 2020, except as may be amended by this resolution. 2. Prior to issuance of the building permit, the applicant shall fulfill the requirements, submit the required information, and revise the plans as indicated below, consistent with the applicable city code, zoning ordinance, and engineering guidelines: a. Complete a site improvement performance agreement and provide the related financial guarantees and fees pursuant to Section 21045.10 of the zoning ordinance. b. Provide a 50-foot (25 feet each side of centerline) drainage and utility easement over the 21- inch storm sewer line. c. Provide an access agreement to the City for City utilities. d. Provide any stormwater BMPs maintenance agreements. e. Provide an encroachment agreement for everything within the pond easement and drainage and utility easement. f. Obtain City approval of final construction plans. g. Obtain watershed district approval. Resolution 2020-045 File 2019049 Page 2 h. Obtain city approval for lighting plan and fixture details for exterior lights in lighting zone 1 (LZ1). i. Obtain the required right-of-way permits from the City of Plymouth engineering division for any work in the Sunset Trail right-of-way. 3. Silt fence shall be installed prior to any construction on the site. 4. Approved fire lane signs are required in approved locations to be shown on the final plans. 5. No encroachments are allowed within 12 feet of the edge of the delineated wetland. 6. All construction parking shall be located on-site. 7. All mechanical equipment shall be screened as required by section 21130.05 of the zoning ordinance. 8. Standard Conditions: a. Compliance with City’s sign regulations. b. All retaining walls over four feet shall require issuance of a building permit and a 42-inch fence installed on top of the wall. c. Any subsequent phases or expansions are subject to required reviews and approvals per ordinance provisions. d. The site plan amendment shall expire one year after the date of approval, unless the property owner or applicant has started the project, or unless the applicant, with the consent of the property owner, has received prior approval from the City to extend the expiration date for up to one additional year, as regulated under section 21045.09 of the zoning ordinance.
