HomeMy WebLinkAboutCity Council Minutes 12-10-2019 SpecialAdopted Minutes City Council Special Meeting December 10, 2019 Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:00 p.m. in the Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on December 10, 2019. COUNCIL PRESENT: Mayor Wosje, Councilmembers Prom, Carroll, Davis, Roehl, Willis, and McGregor. STAFF PRESENT: City Manager Callister, Administrative Services Director Hokkanen, City Engineer LaBounty, Public Works Director Thompson, Parks and Recreation Director Evans, Community Development Director Juetten, Public Safety Director Goldstein, Senior Planner Sommers, Planning Manager Thomson, Deputy Director of Parks and Recreation Northway, and City Clerk Engdahl. Topic (2.1) Pre -Application Sketch Review for redevelopment of Dundee Nursery Site, 16800 Highway 55, with Apartments, Parking Ramp and Medical Office Uses (2018110) Developers of the Dundee Nursery site presented a conceptual sketch of the 15.45 acre site that would include the following: • Four-story, general occupancy apartment building totaling 300 units. • Three-level, 540 space parking ramp that would both serve as a park-and-ride facility (100-200 spaces) and provide parking spaces required for the development. • Three-story, medical office building with approximately 65,000 square feet and 320 parking spaces both at grade and two levels of underground parking in the east portion of the site. • Open space along the northern border for public use that will act as a buffer for the existing townhomes to the north. • Site access would include the existing right-in/right-out access onto westbound Highway 55 which would require approval from the Minnesota Department of Transportation (Mn/DOT). (Mn/DOT's policy is to review plans and restrict or eliminate access onto Highway 55 when redevelopment occurs). • Modification to Dunkirk Court by extending it south to a right-in/right out access onto County Road 9 which would require approval from Hennepin County. Proposed modifications to Dunkirk Court will require right-of-way from the adjacent Plymouth Presbyterian Church. The developer will be required to maintain access to the property to the west. Adopted Minutes 1 of 2 Special Meeting of December 10, 2019 Council provided informal comments to the developers concerning the conceptual sketch. While many members of the Council liked the design and use of the site (medical/office, market rate housing, walkability of the site, park and ride), there were concerns regarding the high density on the site and access to the development from Highway 55. (2.1) 2020 Legislative Priorities Council discussed the draft 2020 legislative priorities list and made a few minor corrections. Adoption of these priorities is on tonight's regular Council meeting agenda. (2.3) Future Study Sessions Council scheduled a study session on February 11 at 5:00 p.m. to interview architects for fire station building projects. Mayor Wosje briefly commented that the joint City/School District 284 Work Group met on December 9 to discuss the facility use agreements. The current agreements will continue to be used for two years at which point the school district will be completed with their process and needs. The goal is to prepare new facility use agreements in November 2021. Adiournment Mayor Wosje adjourned the meeting at 6:58 p.m/ andra R.
