Regular City Council Meeting
November 26, 2019
Mayor Wosje called a Regular Meeting of the Plymouth City Council to order at 7:05 p.m. in the
Council Chambers of City Hall, 3400 Plymouth Boulevard, on November 26, 2019. Cub Scout
Pack 577 Arrow of Light Den led in the Pledge of Allegiance.
COUNCIL PRESENT: Mayor Wosje, Councilmembers Willis, Carroll, McGregor, Roehl,
Davis, and Prom.
COUNCIL ABSENT: None.
STAFF PRESENT: City Manager Callister, Community Development Director Juetten,
Recreation Manager Hemp, Public Works Director Thompson, Fire Chief Coppa, Public Safety
Director Goldstein, City Attorney Knutson, and City Clerk Engdahl.
Plymouth Forum
Susan Gaither, 16500 45th Avenue North, explained she is opposed to the proposed residential
use of the Hollydale Golf Course. She requested the City purchase this property and scale back
the Plymouth Creek Center project.
Alison Barrick, 4525 Merrimac Lane North, stated that she and many other Plymouth residents
don't support the proposed residential use of the Hollydale Golf Course.
Presentations and Public Information Announcements
There were no presentations and public information announcements.
Approval of Agenda
Motion was made by Councilmember Carroll, and seconded by Councilmember Davis to
approve the agenda. With all members voting in favor, the motion carried.
Consent Agenda
Motion was made by Councilmember Prom, and seconded by Councilmember Roehl to adopt
the Consent Agenda that included the followin items:

(6.1) Council Meeting minutes from Special Meeting and Regular Minutes of November 12,
2019.
(6.2) Resolution Approving Disbursements ending November 16, 2019 (Res2019-307).
(6.3) Resolution Adopting Amended Post -Issuance Debt Compliance Policy (Res2019-308).
(6.4) Resolution Approving Installation of "No Parking" Signage on the South Side of 27th
Avenue North from Niagara Lane North to 28th Avenue North (Res2019-309).
(6.5) Resolution Approving Change Order No. 5 and Final Payment for the Public Works
Expansion Project (15020 - Res2019-310).
(6.6) Resolution Approving Request for Payment No. 4 and Final for the 2018 Contractor Mill
and Overlay Project (ST 189004.002 - Res2019-311).
(6.7) Resolution Approving Payment No. 4 and Final for the 2018 Sanitary Sewer Lining
Project (SS 189001 - Res2019-312).
(6.8) Resolution Approving Payment No. 2 and Final for the 2019 Sanitary Sewer Lining
Project (SS 199001 - Res2019-313).
(6.9) Resolution Approving Tree Removal, Street Tree Trimming, and Hauling Contract for
2020-2021 (Res2019-314).
(6.10) Resolution Approving the Northwest Greenway Challenge Course Project
(PR140005.191 - Res2019-315).
With all members voting in favor, the motion carried.
Public Hearings
(7.1) Public Hearing on On -Sale Intoxicating Liquor License Application with Sunday
sales of JSGMP LLC d/b/a Green Mill Restaurant and Bar, 2705 Annapolis Lane North
City Clerk Engdahl reported on the application.
Mayor Wosje opened the public hearing.
Mayor Wosje closed the public hearing.
Motion was made by Councilmember Roehl, and seconded by Councilmember McGregor, to
adopt a Resolution Approving On -Sale Intoxicating Liquor License Application with Sunday
Sales of JSGMP LLC d/b/a Green Mill Restaurant and Bar, 2705 Annapolis Lane North
(Res2019-316). With all members voting in favor but Willis, the motion carried.

General Business
(8.1) Variance to Side -Yard Setback to Allow a Garage Addition for Property located at
17510 25th Avenue North (2019076) (Tabled from November 12)
Community Development Director Juetten requested that if the Council does allow the variance,
the Council would need to add a "whereas" statement to the resolution clarifying why the
exception was allowed.
Matthew Nelson, applicant, thanked the Council for reviewing his variance request.
The Council discussed the variance request as it related to setbacks of his home, topography of
his property, and drainage correction issues.
Motion was made by Councilmember Carroll, seconded by Councilmember Davis, to adopt a
Resolution Approving a Variance to the Side Yard Setback to Allow a Garage Addition for
Property located at 17510 25th Avenue North (2019076 — 2019-317) to amend condition No. 1
of the resolution noting that with the way with the house is situated on lot, where it's located, the
topography and grading in the back is steep and doesn't allow for easy correction regarding the
drainage issue, and consideration of the setback of the home immediately to the west of the
subject property." With Carroll, McGregor, Roehl, and Davis voting yes, and Willis, Prom, and
Wosje voting no, the motion carried.
(8.2) Design of Northwest Greenway Building Shelter and Authorize Advertisement for
Bid Package Two - Segment 5 (PR140005.191)
Recreation Manager Hemp introduced the item to the Council.
Tim McIlwain with HCM Architects presented the options to the Council.
In response to questions from the Council, Mr. McIlwain and Recreation Manager Hemp
provided the following information:
• The lower roofline on Option B wraps around the front 12-15 feet of the gathering
space.
• More details regarding ways to mitigate driven precipitation.
• The cost for each option is relatively similar.
• The plan includes a men's restroom, women's restroom, and two-family
restrooms.
• Option B or C would provide the better site lines for neighbors.
• The distance between the shelter and the nearest home is a quarter mile and there
is a lot of vegetation along the ridge.

Motion was made by Councilmember Roehl, and seconded by Councilmember Davis, to adopt a
Resolution Approving the Northwest Greenway Butterfly Roof Design and Authorizing
Advertisement for Bid Package Two (Res2019-318). With all members voting in favor, the
motion carried.
