MINUTES OF SPECIAL MEETING OF THE HOUSING
AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA
September 8, 1981
A special meeting of the Housing and Redevelopment Authority of Plymouth,
Minnesota was held on the 8th day of September, 1981 at 7:00 p.m. at the City
Council Chambers in the City of Plymouth, Minnesota. The following members of
the Authority were present: Chairman Hillstrom, Commissioners, Hoyt, Neils,
Erickson, and Bakke.
There were also .present the following members of the City staff: Planning
Director Tremere, Associate planner Dale, City Manager Willis and City Clerk
Houk.
It was moved by Commissioner Hoyt, seconded by Commissioner Neils, to
approve the minutes of the August 10, 1981 regular meeting as submitted.
Motion carried, five ayes.
It was moved by Commissioner Neils, seconded by Commissioner Erickson, to
adopt the following resoliifion:
HRA RESOLUTION NO. 81-05
ADOPTING A 1982 PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY BUDGET
WHEREAS, the Housing and Redevelopment Authority of the City of Plymouth
proposes to fund certain programs to assist lower income families and individuals
in need of housing assistance during the year of 1982; and
WHEREAS, it is necessary to budget adequate monies for these purposes;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSING AND REDEVELOPMENT AUTHORITY OF
THE CITY OF PLYMOUTH, that the attached budget be adopted by the Plymouth City
Council.
Motion carried on a Roll Call vote, five ayes.
Chairman Hillstrom stated he will be attending the Housing Seminar
scheduled for September 16 and asked that any Commissioners also planning to
attend contact the Planning secretary at City Hall as soon as possible.
Commissioner Hoyt stated she had contacted local clergy on the subject
sof senior housing in the city. There is a group of clergy whose members are
from churches to the south of Plymouth who will be invited to participate in
any discussions on the proposed housing. Associate Planner Dale will set a
date for the meeting to include members of the clergy, a City Councilmember,
Chairman Hillstrom and himself.
Commissioner Neils asked about the progress City staff is making towards
the purchase of a site for elderly housing. Associate Planner Dale answered
that HUD representatives will be looking at the Downtown Plymouth site on
Wednesday, September 9. however, this is just one step in the process towards
final site acquisition.

Planner Tremere stated that the Mission Hills developer has been awarded
24 additional Section 8 new construction family housing'units. This is another
positive sign that the City is making favorable progress i~n the area of
subsidized family housing.
The meeting adjourned at 7:22 p.m.
