HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 08-10-1981Page 80 MINUTES OF REGULAR MEE7irv" THE HOUSING AND P.EDEVELOPMEN7 AUTHORITY OF PLYMOUTH, MINNESOTA August 10, 1981 A regular meeting of the Housing and Redevelopment Authority of Plymouth, Minnesota was held on the 10th day of August, 1981 at 7:00 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the Authority wore present: Commissioners Hoyt, Erickson and Neils. Chairman Hillstrom and Commissioner Bakke were absent. There were also present the foilowin•, members of the City staff: Planning Director Tremere, Associate Planner Dale, City Manager Willis and Secretary Houk. Commissioner Neils read the call of the meeting. It was moved by Commissioner Hoyt, seconded by Commissioner Erickson, to approve the minutes of the J-jly 20, 1981 special meeting as submitted. Motion carried, three ayes. Associate Planner Dale reported oa the matter of maximum income limits allowable for the City's Home Improvement Grant Program and potential prob'ems involved with a dramatic increase. He recommended, therefore, a $12,600/year income limit be user:, as this ties in with the maximum Social Security pa.wrent, with a maximum grant amount of $7,,500/household to be approved on a first come, first served basis It was moved by Commissioner Hoyt, seconded by Commissioner Erickson, to adopt the following resolution: HRA Resolution No. 81-04 RECOMMENDING THE ESTABLISHMENT OF HOME IMPROVEMENT GRANT PROGRAM INCOME LIMITS AND GRANT LIMITS FOR THE COBS PROGRAM, YEAR VII (AUGUST 1, 1981 - JULY 31: 1982) WHEREAS, the City of Plymouth believes that the Home Improvement Grant Program provides an effective way of rehabilitating older dwellings and reducing scarce energy resources; and 4H REAS, Hennepin County and HUD require that each municipality set its orm income limits and grant limits for its CDBG H(rne Improvement Grant Program each year; and, WHEREAS, the City has permitted a maximum grant of $7,500/eligible homestead and has accepted applications for grants on a first come, first serve basis and will continue to do so; NOW, THEREFORE, BE IT RECOMMENDED BY THE PLYMOUTH MOUSING AUD REDEVELOPMENT AUTHORITY that the Plymouth City Council establish the incor.-e limit at $12,600 and the grant amount at $7,500 "or, qualified homeowners during Year VII CDBG Home Improvement Grant Program. 0 Motion carried on a Roll Call vote, three ayes. E, n LJ Regular 'HRA Meeting August 10, 1981 Page 81 Commissioner Neils asked if the HRA had any way of tracking the Section 8 new construction program to determine the exact number of units in the City. Associate Planner Dale answered that the number of units committed to Section 8 new construction in any Section 8 project would be according to the mortgage commitment at time of construction. Planner Tremere stated that a larger group, such as the Metro HRA, could probably take over Section 8 in Plymouth in a more cost effective manner simply because of the economy of scale involved. Commissioner Erickson stated that the effect of turning Section 8 over to Metro could be to lose the benefits of the program to Plymouth residents. Commissioner Hoyt stated she doubted Metro would maintain the same relationship with landlords and tenants which exists now with the City HRA and the landlords would withdraw from the program. It was rioved by Commissioner Neils, secovided by Commissioner Erickson, that a resolution be drawn up stating that the City maintain the HRA Section 8 program because: (a) local property owners are more inclined to deal with local officials, (b) local administration maintains a better measure of local fair market rents and is better able to justify guidelines, and (c) by local admin- istration the City is, better able to make the benefits of the Section 8 rent assistance program available to Plymouth residents.
