MINUTES OF SPECIAL MEETING OF THE HOUSING
AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA
July 20, 1981
A :special meeting of the Housing and Redevelopment Authority of Plymouth,
Minnesota was held on the 20th day of July, 1981 at 6:30 p.m. at the City Council
Chambers in the City of Plymouth, Minnesota. The following members of the Authority
were present: Acting Chairman Neils, Commissioners Erickson and Hoyt. Chairman
Hillstrom and Commissioner Bakke were absent.
There were also present the following members of the City staff: Associate
Planner Dale, Planner Tremere and Secretary Garrity.
Acting Chairman Neils read the call of the meeting. It was moved by Commissioner
Hoyt, seconded by Commissioner Erickson, to approve the minutes of the June 1, 1981
regular 11RA meeting as submitted.
Motion carried, three ^y.
It was moved by Commissioner Hoyt, seconded by Ccmir•issioner Erickson, to adopt
the following resolution:
NRA RESOLUTION NO. 81-03
APPROVING THE REVISED MASTER ANNUAL CONTRIBUTIONS CONTRAi,T (ACC) FOR THE
PLYMOUTH SECTION 8 PROGRAM
WHEREAS, a revision is required in the Master Annual Contributions Contract
ACC) for the Section 8 Program; to change the fiscal year end date from December
31 to June 30 to bring the contract into conformance with actual practice;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSING AND REDEVELOPMENT AUTHORITY
OF THE CITY OF PLYMOUTH, MINNESOTA that it hereby approves the revision of the
Mater ACC to change the fiscal year end date on the cuntract from December 31
to June 30.
Motion carried on a poll Call vote, three ayes.
Associate Planner Dale reported on the July 16 meeting with Thomas Feeney,
Manager of the HUD Area Office, regarding HUD allegations of non-complaince,
and stated he will be meeting with Nancy Bratrud of the HUD Area Office to correct
any specific areas of non-compliance. The Commissioners discussed the items noted
in Mr. Feeney's letter of June 12, 1981 and questioned Mr. Dale about the utility
allowance schedule.
The Commissioners discussed the proposed increase of income limits for the
Home Improvement Grant Program .=or CDBG Year VII from $9,500 to $10,000 per year,
which is the maximum established by HUD. Commissioner Hoyt objected to accepting
HUD guidelines for a City urogram and requested that action be deferred until staff
researches how the HUD grant income limit coripares with Social Security minimums.
Acting 'Chairman Neils regisestea staff to provide the Authority with the HUD Guide -
lines for -income limits for CDBG funds.

The Commissioners reviewed the program for the National Association .cf Housing
and Redevelopment Officials (NAHRO) at Colorado Springs, Colorado in OctobeI'.
Planner Trenere discussed with the Commissioners the opt4on of using the Metro
NRA to 4dninister the City's Section 8 resat assistance program.
It was moved by Acting Chairman Nzils, seconded by Commissioner Hoyt, to direct
staff to confirm snd clarify whether the singular function of the Section 8 rental
assistance program could be assigned to the Metro HRA without relinquishing any other
HRA responsibilities
Motion carried, three ayes.
The meeting adjourned at 7:20 p.m.
