HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 04-06-1981Page 74 MINUTES OF REGULAR MEETING OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA. 0 April 6, 1981 A regular meeting of the Housing and Redevelopment Authority of Plymouth, Minnesota was held on the 6th day of April, 1981 at 6:30 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the Authority were ;present: Chairman Hillstrom, Commissioners Bakke and Hoyt. Commissioners Erickson and Neils were absent. There were also present the following members of the City staff: Associate Planner dale snd City Manager Willis. Chairman Hillstrom read the call of the meeting. It was moved by Commissioner Hoyt, seconded by Commissioner Bakke, to approve the minutes of the February 2, 1981 special HRA meeting as submitted. Motion carried, three ayes. Staff explained to the Commissioners the problem of determining the home address for those battered women who were referred to Plymouth's Section 8 Rent Assistance Program by the Home Free Shelter in Plymouth. There was some confusion regarding whether a resident of Home Free qualified as a Plymouth resident or whe- there the address of the woman prior to her residence at Home Free would be her estAhlisi,ed address. Staff had referred the matter to the City Attorney who recom- mender' that the matter be brought before the Housing Authority to de' -ermine their intent. Commissioner Hoyt commented that tile original intent was to give all bat- tered women preference and not specifically those women that resided in Plymouth. It was moved by Commissioner Hoyt, seconded by Commissioner Bakke, to amend HRA Resolution No. 81-01, Amending Plymouth's Section 8 Rent Assistance Program RegulaV,lns for Admissions and Occupancy Poiicies, by striking the words "...and who lave in Plymouth." from Condition 4 of the Resolution. Motion carried, three ayes. Associate Planner Dale reviewed the clarification and adjustment of terms of certain HRA Commissioners. Comments were made by HRA Commissioners regardirg the HUD requirement, that a two-year audit be completed for the fiscal year July 1, 1979 through June 30, 1981. Staff provided for the Commissioners a listing of auditing firms that HUD recommended as firms with experience in HUD audits. HRA Commissioners requested that staff add the name of Moen & Pentt4la to the list and that they be contacted regarding the upcoming audit. Commissioner Hillstrom requested that staff bring to the next HRA meeting a listing of those auditing firms that responded to his lettor of solicitation. Staff gave a short report on the matter of possible funding of a site for subsidized elderly housing in Plymouth. The Commissioners directed th,!ir atten- tion to three questions proposed y staff regarding the site acquisition as follows: 1) Shauld staff commence the process to determine feasibility for ac- quiring a site in the Downtown Plymouth area for -low to moderate income elderly housing? 2) If the Downtown Plymouth site is deemed to be unfeasible at this time due to the lack of compliance with state and/or federal guidelnes) should City HRA Meeting April 6, 1981 staff actively pursue the feasibility determination of other sites for low to moderate income elderly housing? 3) Should City staff concurrently investigate the possibility of assisting in the further development of family subsidized housing by investigating the possibilities of acquiring appropriate sites throughout the City? Mark Hendrickson, representing the Hennepin County Planning Department, stated the purchase of a site should proceed fairly (rapidly and he estimated two to three months would. be the normal acquisition period. Ben Withhart, representing the Planning Area Ci-.izen Advisory Committee PACAC), stated he has met with ;he Plymouth Seniors group over the past several months and they have toured several elderly housing projects and discussed the possibility of various types of elderly housing with an architect in some detail. He stated the president of the Plymouth Seniors, hark Eckes, was in the audience along with members of the group. Chairman Hillstrom commented that in reviewing materials that had been pro- vided by staff on the progress of subsidized family hoLsing in Plymouth, it ap- pears that Plymouth is well over its family ho4sing allocation goals for the years 1980-83. It was moved by Chairman Hillstrom, seconded by Commi:sioner Bakke, that the HRA direct its efforts solely toward acquiring a site for elderly housing in Downtown Plymouth using COBG funds allocated for that purpose, and if HUD approval is denied for this location, staff should investigate the feasibility of alternate sites in Plymouth. Motion carried, three ayes. Staff was directed to investigate Program which would permit a non-profit of the future subsidized elderly housing The Commissioners selected Monday, next meeting date.
