MINUTES OF SPECIAL MEETING OF THE HOUSIIG
AND REDEVELOPMENT AUTHORITY OF PLYMOU;H, MINNESOTA
February 2, 1981
A special meeting of the Housing and Redevelopment Authority of Plymouth,
Minnesota was held on the 2nd day of February, 1981 at 6:45 p.m. at 0e City
Council Chambers in the City of Plymouth, Minnesota. The following members of
the Authority were present: Chairman Hillstrom, Commissioners Erickson, Hoyt,
and Neils. Commissioner Bakke arrived at 6:50 p.m.
There were also present the following membe-s of the City staff: Associate
Planner Dale, City Manager Willis and Secretary Garrity.
Chairman Hillstrom read the call of the meeting. It was moves! by Comm'ssioner
Erickson, seconded by Commissioner Neils, to approve the minutes of the Novamber 25,
1980 special HRA meeting as submitted.
Motion carried, two ayes. Commissioners Hoyt and Neils abstained.
It was moved by Commissioner Hoyt, seconded b; Commissioner Erickson, to
appoint Commissioner Bakke and Commissioner Neils as Vice Chair and Secretary-
Tieasurer, respectively, for 1981.
Motion carried, four ayes.
Planner Dale reported he had been requested to consider the possibility of giving
refertsce to battered women in the Section 8 Rent Assistance Program. and he reviewed
the, reaul*_.s of his investigation. Mr. Dale recommended not giving preference to bat-
tered women in the program. Commissioner Neils suggested that giving preference to
battered women would serve a double need in the community and he recommended adopting
this policy fer one year. He suggested the HRA could review the statistics from time
to time to insure that the Section 8 program does not become exclusively a battered
women's program. Commissioner Hoyt stated the Home Free shelter at Missions Farms
must turn away 85% of their calls because of the difficulty of finding permanent
shelter for the women. She stated although their number is not significant, ilt
would be helpful to be able to place Plymouth residents at Home Free in permanent
homes in Plymouth.
The :ommissioners discussed the status of the waiting 14,st for the Section 8
Rent AsGistance Program and the matter of priorities and how preference is given to
applicants presently. Planner Dale advised there is a 6-8 month waiting list at
present, including several handicapped persons who will receive preference. Mr.
Gale stated our program gives preference to 1) handicapped persons, 2) persons with
very -low income, and 3) persons displaced by urban renewal. Others are served on a
first-come, first-served basis.
It was moved by Commissioner Neils, seconded by Commissioner Hoyt, to adopt the
following resolution:
HRA Resolution No. 81-01
AMENDING PLYMOUTH'S SECTION 8 RENT ASSISTANCE PROGRAM REGULATIONS
FOR ADMISSIONS AND OCCUPAidCY POLICIES
WHEREAS, there is a real need ta provide immediate long-range housing
for those women and their children who leve in a life-threatening situation
as a result of physical violence done to them by their mates; and

WHEREAS, there is a Section 8 Rent Assistance Program in Plymouth
that could provide rent subsidy help to make it financially possible for
those ibused women to move to separate, more secure quarters; ani
WHEREAS, the present Section 8 waiting list in Plymcuth would require
those abused women to wait several months before they would be given rent
subsidy assistance;
NOW, THEREFORE, BE IT RESOLVED BY THE PLYMOUTH HRA that the Citv's
Soction 8 Regulations for Admission and Occupancy Policies (Section 11, D.
PrEference in the Selection of Persons to Receive a Certificate) be amended
to include the following:
4. Those battered women and their children who are referred I -y a
battered women's shelter ;and who live in Plymouth.
Notion carried on a Roll Call vote, four- ayes. Cnairman Hillstrom votes nay.

direct staff to prepare an administrative report on the impa.16ct of policy on the
Section 8 Itent Assistance Program at the end of the 1st quarter of 1982.
Motion carried, five ayes.
Planner Dale reviewed his report on apartment rental rates in Plymouth for
January 19p1 and discussed affordaole housing in Ply1110tth with the Commissioners.
There was discussion of the possibility of developing a volunteer program in the
community to provide short-term shelter to Dersons with immediate housing needs.
The Commissioners requested Mr. Dale to contact churches and civic groups in the
community :o determine if there is any interest in establishing a program of this
type.
