Resolution Designating James G. Willis as the Official Authorized to
Sign All Repayment Agreements for the Home Improvement Grant Program
Hennepin County requires that one person be designated as the official person
to sign all Repayment Agreements for the community's Home Improvement Grant
Program. Recently City Attorney Herb Lefler, Sr. was informed of this re-
quirement by Hennepin County officials. Mr. Lefler then requested that 1
indicate to the Plymouth HRA that a resolution should be passed designating
James G. Willis as the individual authorized to sign all Repayment Agreements
for the Plymouth HRA. -

SUBJECT: Plymouth's Housing Performance for 1981 as Determined by the Metro Council
Annually the Metro Council reviews 188 Metro communities to determine how each
community ranks when compared with 25 factors that the Metro Council has accepted
as important towards a community achieving affordable and diverse housing. Each
of the 25 factors are assigned a certain point value with the maximum number of
points any comminity can acquire totaling 100 points. Plymouth's total points
equal 57.0 for a ranking of 16th (a tie with Hastings) out of 188 communities.
Consequently there are 15 communities above Plymouth and 171 communities below
Plymouth.
Since the Housing Policy 39 of the Metro Development Guide does establish Funding
priorities based on each community's efforts at providing lower-cost housing, the
better our score, the better our chances for future funding.

SUBJECT: Proposed Survey of Apartment Owners and Managers Regarding the Section 8
Program
Staff has developed a set of survey questions to present to those apartment
owners and managers who are actively involved in the Plymouth Section 8 Program.
Presently 12 of the 16 apartment buildings in Plymouth have at least one Section
8 renter.) These questions are intended to solicit what response there might
be among Plymouth apartment owners and managers should Plymouth transfer its
Section 8 Program to the Metro Council to administer.
Should the Commissioners desire to make any suggestions or changes, these tarn be
incorporated into the survey prior to our discussions with various owners and
managers.
