Adjournment CITY OF PLYMOUTH 3025 HARBOR LANE, PLYMOUTH, MINNESOTA 55441 TELEPHONE (612) 559.2800 DATE: September 17, 1980 MEMO TO: HRA Commissioners FROM: (lilt Dale SUBJECT: Section 8 Program Update/September 1980 On Monday, September B. 1980 at 10:00 am City staff, Jim Willis, Blair Tremere and myself, met with HUD Area Office staff, Shawn Huckleby (Special Assistant to the Director), Nancy Bratrud (Assisted Housing Management), Connie Toays (Occupancy Specialist) and Manuel Cervantes (Housing Management Assistant) along with Phil Cohen (Senator Dave Durenberger's local liason person) and iris Saunderson (repre- senting Congressman Bill Frenzel). We spent two hours discussing the mattes of HUD reporting requirements as it relates to the Plymouth HRA's Section 8 Program and the City's Home Improvement Grant Pro- gram. City Manager Jim Willis emphasized that the growing paper work burden on local governments was greatly increasing the administrative costs to handle these programs. The meeting is intended to discuss certain aspects of the Section Rent Assistance Program and the Community Development Block Grant Program. The City of Plymouth has been a participant in the Section 8 Program since October, 1977 and in the Community Development Block Grant Program a comparable period of time. Over that time the City's Housing and Redevelopment Authority has been audited by HUD in regards to its conformance to HUD regulations and procedures. Likewise. the City has been and is monitored as to its conformance with regulations and procedures as directed by Hennepin County which is responsible for the Community Development Block Grant Program. It is the nature of the regulations and procedures that is of primary concern to the City and the Housing and Redevelopment Authority. ice wish to solicit your participation and gain your insights as to ways that the present housing assistance programs may be more efficiently managed and.. effectively delivered to provide the lower income family, handicapped or elderly persons with the housing they need --at a cost that all of us can afford. First, attached is correspondence relating to the August. 1979 HUD audit of the Plymouth HRA and correspondence and materials relating to the March, 1980 HUD audit. It seems that the audits performed by HUD of Plymouth differ substanti- ally and yet there is a concern for an effective delivery of service with a limited amount of funds. it is also indicative of the concern that evolves as to "her the end result of all our efforts is conformance with procedures or to assure, in a forthright and honest manner, that there is fund account- ability and proper administration of services. Frenzel August 25, 1980 rage Z econdly. we have attached a sample of the forms currently required by HUD and Hennepin County which must be filed prior to the City receiving allocated money for the Community Development Block Grant Home Improvement Program. Approximately 100 pieces of paper are required before the City of Plymouth can be reimbursed the approximate sum of $8,500.00. Considering that the City Building Officials have already certified that the work performed was done in accordance with all applicable codes and regulations, and considering that the City has already duly paid all the contractors for the work performed, it seems sad that additional tax money is expended to compound the paperwork processing. In short, if the intent of all the regulations and procedures is one of fund and program accountability, it seems that the same degree of honest account- ability; be realized -without the multi -jurisdictional and cumbersome piper. work exercise that is now required. We are starting to develop some alternate solutions to improve the operation and delivery of housing assistance to eligible citizens.
