MINUTES OF SPECIAL MEETING OF THE HOUSING
AND REDEVELOPMENT AUTHORITY OF PLYM;IUTH, MINNESOTA
November 25, 1980
A special meeting of the Housing and Redevelopment Authority of Plymouth,
Minnesota was held on the 25th day of November, 1980 at 7:10 p.m. at the City
Council Chambers in the City of Plymouth, Minnesota. The following members of
the Authority were present: Chairman Hillstrom, Commissioners Bakke and Erickson.
Commissioners Hoyt and Neils were absent.
Therr were also present the following members of the City staff: Planner
Tremere, Associate Planner Milt Dale and Secretary Garrity.
Chairman Hillstrom read the call of the meeting. It was moved by Commissioner
Bakke, seconded by Commissioner Erickson, to approve the minutes of the September
22, 1980 regular meeting as submitted.
Motion carried, three ayes.
Planner Milt Dale reviewed the proposed use for the anticipated 1981-82
Community Development Block Grant monies for Year VII stating the funds were pro-
posed to be used as follows: $98,000 for land write-down assistance and $40,000
for the Rehabilitation Program. Mr. Dale announced that a public hearing to con-
sider the proposed use of the CDBG funds was scheduled for this evening and had

been discussed at previous HRA meetings and notices had been published in the New
Hope -Plymouth Post. Mr. Dale introduced Mr. Mark Hendrickson of Hennepin County.
Chairman Hillstrom opened the public hearing at 7:15 p:.m.
Richard Zidlik, 430 Oak Grove Street, representing Mission Partnership,
stated they owneTTOO acres on Medicine Lake approved for a PUD and they have
designated land on the south side of County Road 9 and larch Lane for assisted
housing both for families and the elderly. Mr. Zidlik stated they have applied
to the MHFA for funds every year and not been successful and they plan to apply
again this year, but unless there is participation with the community they will
not be acceptable for funding. Therefore, they are requesting that some block
grant funds be designated for land acquisition or- public improvements on the site.
Mr. Zidlik steted they are pro losing approximately 100 units of elderly housing
and 75 units of family housing on two designated sites that have Seen approved
by Council.
Planner Tremere replied the Mission PUD has attached housing left to develop
for, elderly and family housing, but the City's intent for the use of 'land write-
down assistance funds is For funning low to moderate income hc!,s ng projects.
Mr. Tremera stated with t ---o limited amount of funds Plymouth has been able tc
secure in each funding year, the intent of acquiring a site has been oriented
t -.-arils elderly housing in the Downtown Plymouth area. Planner Tremre stated
ne is willing to work with the "iissien Partnership and, at the appropr,°ate time
wher they would be submitting their application to the MHFA, to bring their pro -

position both to the HRA and the City Council for review. Mr. Tremere r?ported
the total of land write-dowti fends accrued in the past five years is $215,000
and he spoke on the probable uses for these monies.

Mr. 1_idlik stated MHFA has erg.o.raged agencies to look for family sites and
the Metropolitan Council indicated to them Plymouth has no need for elderly housing.
Ben Withert, Social Services Cirector for Suburban Community Services,
stateds agency has a contract with Plymouth to run a senior citizen program
and they are concern=3d about providing some king of i:ousing options for senior
citizens. He stated although the Metro Council shows very few numbers of senior
citizens in Plymouth, there is still a great deal of interest in the community.
Seniors in Plymouth have incarporated as an organization and are planning to
move ahead with various programs. Mr. Withert stated he had no specific recom-
mendations at this aoint, 'jut he asked the HRA to keep options open for senior
citizen housing in Plymouth. Mr. Withert said they will look at what they can
do as a senior citizen organization with CDBG and .HRA funds.
Planner Tremere sta'..ed one of the key criteria for using CDBG funds is
to show a demonstrated need, and the results of the 1980 census will be helpful
in determining the actual income status of seniors .n the community.
Commissioner Erickson inquired how many elderly people were involved in
the organization. Mr. Withert replied they are working with three different
groups that represented ten to fifteen percent of the population.
Mark, Hendrickson. representing Hennepin County, spoke on the use of CDBG
funds stating Plymouth's land acquisition 1"unds go beck to Year IV. He stated
the County desires to have all funds expended by August, 1981 since the money is
not working if it is being stockpiled. The Furds stay in the National Treasury
until the City expends the money and is reimbursed. Mr. H•Qndricksoa commented
one benefit to having a multi-year activity is that it pillows the City to take
on a bigger project financially than the (.resent c-F4,acity would allow. Mr.
Hendrickson staters he is aware that housing fo-, the elderly is a low priority
for, MHFA and family housing is a l,-rge paiorty. As for Hennepin County, senior
housing rias low priorty in cities that save at least one building and has higher
priorty where there is no elderly housing; the rural centers have beer. the focus
of elderly housing in Hennepin Count,-,-
Planner Tremere expressed his concern about encLmberin annual CDR' funds.
Mr. Ifendric.kson replied funding it assured for, Year VII, b -A' the amount of funding
for YEARS V1I1 and IX are uncertain. Mr. Tremere stated it is our- understanding
that while the federal governmr,nt and the Hennepin County have a two-year rule
for spending money, land write-down assistance is a mechanism by which the City
can take the funds from one year to a recent year if we can show we have a viable
program. Planner Tremere stated if the City has not expended the land write-down
monies by August, 1981, we would request that the funding rut be lost but he moved
up to Year V and kept in the land acquisition account until the Council directed
the HRA to use the funds for some active project in the City.
The public hearing was closed at 7:55 p.m.
Planner Tremere reported in 1980 $20,010 of land write-down funds were
transferred to the Rehabilitaticn Program since there was a demand for funds
for that program. Mr. Dale stated .all of the funds in the Rehabilitatlon
Program were a -signed by "A gust, 19'80.

is It was moved by Commissioner Erickson, seconded by Commissioner Bakke, to adopt
the following resolution:
HRA Resolution No. 37
RECOMMENDING ALLOCATION OF YEAR VII CnBG FUNDS
WHEREAS, the City of Plymouth for Year V11 will be in receipt of approx-
imately $138,000 of Community Development Block Grant funds to utilize in
such a way as to assist low and moderate income persons; and
WHEREAS, on November 25, 1980 the Plymouth Housing and Rehabilitation
Authority held a legally constituted public hearing to allow interested
parties to express their opinions; and
WHEREAS, the Housing and 111tedevelopment Authority of the City of Plymouth
discusFed ways the CDBG funds could be utilized in accordance with federal
guidelines.
NOW, THEREFORE, BE IT HEREBY RESOLVED 94 -JY THE PLYMOUTH HRA that the
City Council be recommended to allocate the Year VII Community Development
Block Grant funds as ' 11ows:

There was discussion of the Council's appointment of Dick Lee to the Housing
Rehabilitation Committee and the Council's policy of making appointments to the
subcommittees of the HRA. Chairman Hillstrom stated he recommended Dick Lee's
appointment to the Musing Rehabilitation Committee.
Planner Milt Dale discussed the structure and function of the Rehab. Committee
and Planner Tremere commented that NRA Commissioners may serve on that committee.
Mr. Tremere questioned the exposure of the Rehab. Committee meeting privately and
suggested that in the future that committee make recommendations and present them
to the HRA for action. Chairman Hillstrom requested Planner Dale to initiate such
a system.
Planner Dale reported on the Section 8 Program and reported on 11is meeting
with HUD regarding the 1979 financ'al audit noting that a check for•$15,923.33 had
been mailed to HUD in mid-October to reimburse HUD for their overpayments to the
Plymouth HRA to rLin the Section 8 Program between July 1, 1978 to June 30, 1979.
