HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 09-22-1980Page 67 MINUTES OF REGULAR MEETING OF THE HOUSING AND REDEVELOPMENT AUTHORITY Of PLYMOUTH. MINNESOTA September 22, 1980 A regular meeting of the Housing and Redevelapment Authority of Plymouth, Minnesota was held on the 22nd day of September, 1980 at 6:30 p.m. at the City Council Chambers In the City of Plymouth, Minnesota. The following members were present: Chairman Hillstrom, Commissioners Bakke, Erickson and Neils. Commissioner Hoyt was absent. There were also present the following members of the City staff: Associate Planner Dale Chairman Hillstrom read the call of the meeting. It was moved by Commissioner Neils, seconded by Commissioner Bakke, to approve the minutes of the August 11, 1980 special meeting as submitted. Motion carried, four ayes. Staff reported to the Commissioners in regards to a letter recently received from HUD on its manag--ment of the Section 8 Rental Assistance Program. The primary thrust of the letter was for the Housing Authority to comply with the audit findings and make the corrections as indicated in this audit prepared by Moen & Pentilla. Commissioner Neils stated 'that it was his impression that HUD has been under some fire from the 4overnment Accounting Office (GAO) to better regulate projects within its jurisdiction. The end result it, that local housing authorities have been more closely regulated and monitored, which requires much more documentation to indicate that the job is being done. The Commissioners discussed the matter of Finding No. 6 of the audit report that stated that the Housing Authority owed the HUD office 15,923.33 for the fiscal year covered by the report (up through June 30, 1979). Staff reported that he had brought this matter up to the Finance Director, Lloyd Ricker, and Mr. Ricker- indicated that he was not in agreement with that finding. Mr. Ricker stated that he would like some additional time to determine if t=here is any error in the audit, and if so, a correction would have to be made iti t1? -1 audit or the payment would be made to HUD as requested. Some discussion took place in regards to the way federal funds were being held by the Housing Authority and if the co -mingling of these funds caused any problem. It was moved by Commissioner Neils, seconded by Commissioner Bakke, that the Finance Director explain to the Plymouth Housing Authority whether Section 8 monies and Ccmmunity Development Block Grant monies are co -mingled, and to direct; Mr. Ricker to be in attendance at a special meeting to explain in more detail how Section 8 monies are properly handled. in writing. Motion carried, four ayes. Commissioners further discussed the upcoming meeting staff would have with the HUD office in regards to the audit findings. The Commissioners directed staff to keep notes of that meeting and provide the Commissioners with copies of the notes. HRA Meeting September 22, 1980 Page 68 F--I LJ It was moved by Commissioner Neils, seconded by Commissioner Bakke, to direct staff to undertake to have the 1980 fiscal year audit arrangements made so that the audit can be completed in accordance with HUD Section 8 regulations. Motion carried, four ayes. Chairman Hillstrom requested Mr. Dale to review all applications on file for City Boards and Commissions and recommend an additional person to serve on the Housing Rehabilitation Committee to fill the vacancy left by Ruth Ault's resignation in September, 1980.
