HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 05-27-1980Page 61 MINUTES OF REGULAR MEETING OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA May 27, 1980 A regular meeting of the Housing and Redevelopment Authority of Plymouth, Minnesota was held on the 27th day of May, 1980 at 6:30 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the Authority were present: Chairman Hillstrom, Commissioners Bakke, Erickson, Hoyt and Neils. There were also present the following members of the City staff: Associate Planner Dale, Planner Tremere and Secretary Garrity. Chairman Hillstrom read the call of the meeting. It was moved by Commissioner Neils, seconded by Commissioner Hoyt, to approve the minutes of the April 7, 1980 regular meeting as submitted. Motion carried, five ayes. Associate Planner Dale introduced public hearing for use of Community Develop- ment Block Grant "bonus funds" to facilitate development of approved low/moderate income housing in Plymouth by the Cominiun Group, Inc. and Leighton Larsson and announced that notice of the hearing was published in the PlImouth Post and posted in the City Center. Mr. Dale commented that these funds would go to such projects that the Metro Council and HUD believe would be best able to meet low and mc•derate income needs in the Metro area. Chairman Hillstrom opened the public hearing at 6:40 p.m. No citizen comment was made. Betty Huntington, representing Leighton Larsson, stated they tried to provide a good quality of life for the family unit and the CDBG "bonus funds" will enable them to build the units with basements. Jack Safar, Dominium Group, stated Council has approved a 38 -unit development for them and if they are able to acquire land on an adjacent site they will be able to construct 2 additional units. The hearing was closed at 6:50 p.m. It was moved by Commissioner Hoyt, seconded by Commissioner Erickson, tnat the HRA recommend to the City Council submittal of app'ications for Dominium Group, Inc. and Leighton Larsson for available Community Development Block Grant bonus funds" to facilitate development of approved low/moderate =ncome housing. Motion carried, five ayes. Associate Planner Dale reported that Martha Knight had moved out of her apartment on March 31, 1980 and several weeks later sent a letter to the HRA explaining her reasons for moving out of the apartment. is 9 HRA Meeting May 27, 1980 OPage 62 It was moved by Commissioner Neils, seconded by Commissioner Hoyt, to accept the Findings and Decision of Termination of Eligibility for Section 8 Rent Assistance for Martha Knight. Motion carried, five ayes. It was moved by Commissioner Neils, seconded by Commissioner Hoyt, to adopt the following resolution: HRA Resolution No. 32 AMENDING THE REGULATIONS ESTABLISHING ADMISSION AND OCCUPANCY FOR PLYMOUTH SECTION 8 RENT ASSISTANCE PROGRAM WHEREAS, the Plymouth HRA wishes to amend its present Admissions and Occupancy Policy to incorporate the means to provide for a fair hearing for any Section 8 tenant requesting such a hearing prior to the terminatio;i of a Section 8 Certificate; NOW, THEREFORE, BE IT RESOLVED BY THE PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY that the atta0ed Admission and Occupancy Policies be approved for Plymouth's Section 8 ReA Assistance Program as of the date of this resolution. 0 Motion carried on a Roll Call vote, five ayes. It was moved by Coirenissioner Hoyt. seconded by Commissioner Erickson, to adopt the following resolution: HRA Resolution No. 33 LIMITING HOME IMPROVEMENT GRANTS FROM ALL SOURCES TO $6,000 PER QUALIFIED HOUSEHOLD WHEREAS, the Housing and Redevelopment Authority of the City of Plyrw uth wishes to assist qualified Plymouth homeowners in a fair and equitable fashion; and WHEREAS, there are only limited funds available to help qualified homeowners; NOW, THEREFORE, BE IT RESOLVED BY THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF PLYMOUTH that a maximum sum of $6,000 be established to assist any one homeowner in a five year period through any combination of home im- provement grants administered chrough the City of Plymouth. Motion carried on a Roll Call vote, five ayes. It was moved by Commissioner Neils, seconded by Commissioner Hoyt, to adopt the following resolution: HAA Meeting May 21, 1980 Page 63 HRA Resolution No. 34 REQUESTING DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT TO RAISE FAIR MARKET RENTS FOR THE CITY OF PLYMOUTH WHEREAS, few apartments in the City of Plymouth are under the current Section 8 fair market rent for Hennepin County; and WHEREAS, present Secticn 8 apartment renters will be forced to move out of the Ci;,y to find suitable housing under current fair market rent; NOW, THEREFORE, BE IT RESOLVED BY THE PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY that the Department of Housing and Urban Development be petitioned to request an increase in the City of Plymouth's fair market rent to 120 per- cent of current area fair market rent for Hennepin County to facilitate the operation of Plymouth's existing Section 8 Program.
