MINUTES OF SPECIAL FIEFTING OF THE HOUSING
AND REDEVELOPMENT AUTHORitY OF PLYMOUTH, MINNESOTA
February 15, 1980
A special meeting of the Housing and Redevelopment Authority of Plymouth,
M;nnesota was held on the 25th day of February, 1980 at 6:40 p.m. at the City
Council Chambers in the City of Plymouth, Minnesota. The following members
of the Authority were present: Chairman Hillstrom, Commissioners Bakke, Hoyt,
Hunt and Neils.
There were also present the following members of the City staff: Associate
Planner Dale and Secretary Garrity.
Associate Planner Dale recommended that a home improvement grant be awarded
Mrs. Barbara Jefferson at 12100 - 26th Avenue North to assist her in hooking up
to City sewer and water. The Commissioners discussed Mrs. Jefferson's eligibility
for assistance.
It was moved by Commissioner Hunt, seconded by Commissioner Hoyt, to authorize
a home improvement grant to Mrs. Barbara Jefferson to enable her to connect to City
sewer and water at 12100 - 26th Avenue North on the basis of the repayment agreement
that was executed in 1978 with the stipulation that the agreement be brought up to
date.
It was moved by Commissioner Hoyt, seconded by Commissioner Hunt, to amend the
previous motion by including waiver of the guidelines of the Home Improvement Grant
Program.
Motion to amend carried, five ayes.

Chairman Hillstrom opened the pre -termination hearing to consider the allegations
against Martha Knight at the Village Square Apartments at 6:40 p.m.
Mr. Dale reported that City Building Inspectors Joe Ryan and Mike Berreau
made an inspection of the apartment on January 31, 1980. This inspection indi-
cated other persons were living there besides Martha Knight and her children.
Mr. Dale further stated that Mike Knight, Ms. Knight's brother, appeared to he
living with his sister as Mike Knight's employer showed the address of this
apartment as his address. Mr. Dale stated Martha Knight's Section 8 rental
agreement lists herself and her two children as the only occupants of the
apartment and HUD guidelines call for one bedroom for every two people. Mr.
Dale further stated Ms. Knight's lease agreement with Village Square Apartments
also calls for three residents and he has been notified by the landlord that she
is in violation )f this agreement but they have not taken any further action to
prosecr:te her. Mr. Dale stated Ms. Knight has been working for Strom Engineering
full time since last October but her income is still within tire guidelines.
Mr. Dale read a letter, from Martha Knight, dated October 9, 1979, claiming
no one lives in the apartment besides herself and her two daughters.

Mr. Chuck Sutton, maintenance supervisor at Village Square Apartments,
stated they have not begun eviction proceedings against Ms. Knight for violation
of her lease because she also has a lease agreement with HUD in the Section 8
progran and the legal proceedings would be too costly. He stated Ms. Knight's
brother parks his taxicab on the cement patio behind the apartment every dad,
which is a parking violation, and stated there is a bed in the hallway of the
apartment, which is a fire violation. Mr. Sutton stated he has also seen another
woman with two children besides Ms. Knight's children at the apartment every day,
but he did not know if she stayed there at night. He claimed Ms. Knight's brother
has lived there since July or August.
Mr. Dale stated tt.V former apartment manager, Sandy Hughes, reported a
Denise Smith and her 5 -year old son were living in the apartment with Ms. Knight.
It was moved by Commissioner i;;:nt, seconded by Commissioner Hoyt, to continue
the public hearing until Martha Knight cd -,.appear before the Authority and to direct
staff to send written notification to Ms. Knight, that the NRA has held this hearing
and will accept a written statement from her if she cannot appear at the next
regular HRA meeting on March 24.
It was moved by Commissioner Bakke,
the previous motion by adding the further
of the rules of procedure for the hearing
show cause by a written statement.
Motion to amend carried, five ayes.
seconded by Commissioner Hunt, to amend
direction that Ms. Knight be notified
and if she does not appear she must

Mr. Dale responded to the Commissioners' questions regarding Ms. Knight's
rental subsidy and stated her participation in the Section 8 program would
terminate at the end of February and would require her to execute another lease.
The Commissioners suggested that the new lease contain a clause giving her notice
of termination of her Section 8 certificate based on the findings of the public
hearing.
It was moved by Commissioner Neils,
Martha Knight's annual lease renewal for
making it a matter of record that there
her Section 8 certificate.
Potion carried, five ayes.
seconded by Commissioner Hoyt, that

Commissioner Hunt announced his resignation from the Housing and Redevelopment
Authority as of this date.
The meeting adjourned at 7:20 p.m.
