HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 01-28-1980Page 55 MINUTES OF REGULAR MEETING OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA January 28, 1980 A regular meeting of the Housing and Redevelopment Authority of Plymouth, Minnesota was held on the 28th day of January, 1980 at 7:00' p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the Authority were present: Acting Chairman Hunt, Commissioners Bakke and Neils. Commissioner Hillstrom was absent. There were also present the following members of the City staff: Associate Planner Dale and Secretary Garrity. Acting Chairman Hunt read the call of the meeting. It was moved by Commissioner Bakke, seconded by Com>>issioner Neils, to approve the minutes of the November 19, 1979 meeting as submitted. Motion carried, three ayes. It was moved by Commissioner Bakke, seconded by Commissioner Neils, to approve the minutes of the January 8, 1980 special meeting as submitted. Motion carried, three avF%S. It was the consensus that Ms. Radtke was responsible for damage dutic - he aprtment whether or not she was present when the damage was done in all cases because she did not make an effort to secure the apartment or garage when she was gone. It was moved by Acting Chairman Hunt, seconded by Commissioner Pdeils, to direct the City Attorney to proceed with formal Findings and Conclusions in the Deborata Rldtke case in order to revoke Ms. Radtke's Certificate of Participation in the Section 8 rent assistance program. . Motion carried, three ayes. The Commissioners reviewed correspondence to Mr. Martha Knight indicating she was in violation of the Section 8 rent assistance program by housing persons other than her declared dependents in her apartment at Village Square Apartments. It was moved by Acting Chairman Hunt, seconded by Commissioner Bakke, to hold a pre -termination hearing on allegations that Martha Knight was in violation of the Section 8 rent assistance program agreement on February 19, 1980 at 6:30 p.m. Motion carried, three ayes. The Commissioners reviewed the proposed changes in the regulations for admissions and occupancy to the Section 8 program and Acting Chairman Hunt directed Mr. Dale to review these proposed changes with the new Chairman of the Authority. I Regular HILA Meeting January 28, 1980 Page 56 It was moved by Commissioner Neils, seconded by Commissioner Bakke, to direct staff to handle title searches for the City's rehabilitation program administra- tively except in those cases where several owners of the property are involved, in which case a title search by the City Attorney is advised. Motion carried, three ayes. Associate Planner Dale reported that the City had received a complaint from neighbors of the property at 1210!) - 26th Avenue that there was an effluent problem at this address caused by a saturated drainfield. The Commissioners directed staff to have the City Building Inspector inspect the drainfield at this address to determine whether it is operating property. It was moved by Acting Chairman Hunt, seconded by Commissioner Bakke, to appoint Commissioner Hillstrom as Chairman of the HoustAg and Redevelop- ment Authority for the year 1980. Motion carried, three ayes. It was moved by Acting Chairman Hunt, seconded by Commissioner Neils, to appoint Commissioner Bakke as Vice Chairman of the Housing and Redevelop- ment Authority for the year 1980. Motion carried, three ayes. It was moved by Acting Chairman Hunt, seconded by Commissioner Bakke, to appoint Commissioner Neils as Secretary -Treasurer for the year 1980. Motion carried, three ayes. Acting Chair Hunt announced his plans to resign from the Housing and Redevelopment Authority after the pre -termination hearing scheduled for February 19. It was moved by Acting Mayor Hunt, seconded by Commissioner Neils, to recommend that the City Council consider the appointment of Patricia Hoyt to the Housinq and Redevelopment Authority• Motion carried, three ayes.
