MINUTES OF REGULAR MEETING OF THE HOUSING
AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA
October 22, 1979
A regular meeting of the Housing and Redevelopment Authority of Plymouth,
Minnesota was meld on the 22nd day of October, 1979 at 6:30 p.m. at the City
Council Chambers in the City of Plymouth, Minnesota. The following members of
the Authority were present: Chairman Spaeth, Commissioners Bakke, Hillstrom,
Neils and Hunt.
There were also present the following members of the City staff: Associate
Planner Dale, Planner Tremere and Secretary Garrity.
Chairman Spaeth read the call of the meeting. It was moved by Commissioner
Hunt, seconded by Commissioner Neils, to approve the minutes of the August 27,
1979 meeting as submitted.
Motion carried, three ayes. Chairman Spaeth and Commissioner Hillstrom abstained.
There was a discussion of the Rehabilitation Committee's request to raise
Home Improvement Grant income limits in Plymouth and a review of the proposed
adjusted Section 8 income limitations. Some concern was expressed by Commissioners
regarding crediting household members who did not permanently live in the household
as dependents. Commissioners only desire to give credit to legitimate dependents
in a household.
It was move?d by Commissioner Hunt, seconded by Commissioner Nei?s, to change
the base income level for the City of Plymouth Home Improvement Grant Program
recipients from $7,500 annual gross adjusted income to $9,500 annual gross adjusted
income and to change the dediction per dependent child living in the household
from $300 per child to $500 per child for children up to 21 years of age still
lit school.
Motion carried, five ayes.
Commissioners directed staff to keep on top of any changes in handicap
accessilility grants that may be available. Also, staff was directed to make
inquiries -ext spring into how the applicant for additional grant monies for
handicap acct sibility is progressing.
Commissioners discussed the results of the HUD review of Section 8 program
management and the Section 8 Minimum Housing Quality Standards Survey conducted
by the HUD inspector. Commissioner Spaeth agreed to review the apartments cited
by the HUD inspector for deficiencies with staff.
Commissioners reviewed staff's recommendation not to renew certificates for
two families on the Section 8 Rental Program in Plymouth because of failure to
pay rent and damage done to the apartment. Commissioner Hunt requested that these
two particular cases be reported to the Metro HRA and HUD.
Commissioners reviewed proposals submitted for the HRA 1978-79 Audit.
It was moved by Commissioner Hunt, seconded by Commissioner Hillstrom, to
direct staff to obtain one additional bid for auditing services.
Motion carried, five ayes.
