HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 04-02-1979Page 40 MINUTES OF REGULAR MEETING OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA April 2, 1979 A regular meeting of the Housing and Redevelopment Authority of Plymouth, Minnesota was held on the 2nd day of April, 1979 at 6:45 p.m. at the City Council Chambers in the City of Plymouth, .Minnesota. The following members of the Authority were present: Chairman Spaeth, Commissioner Bakke and Commissioner -elect Hillstrom. Commissioner Neils arrived at 7:00 p.m. and Commissioner Hunt Arrived at 7:15 p.m. There were also present the following members of the City staff: Associate Planner Dale, Planner Tremere, Manager Willis and Secretary Garrity. The City Clerk administered the Oath of Office to Commissioner Hillstrom. Chairman Spaeth read the call of the meeting. It was moved by Chairman Spaeth, seconded by Commissioner Bakke, to approve the minutes of the February 26, 1979 regular meeting as submitted. Motion carried, two ayes. Commissioner Hillstrom absta`.ned. t was moved by Commissioner Bakke, seconded by Commissioner Hillstrom, to accept the revised 1977 Financial Report prepared by Moen & Pentilla. Motion carried, three ayes. It was moved by Chairman Spaeth, seconded by Commissioner Hillstrom, to appoint Mark Eckes to the Rehabilitation Committee to fill the vacancy created by Commissioner Hillstrom's appointment to the HRA. Motion carried, three ayes. Commissioner Neils arrived at 7:00 p.m. and Commissioner Hunt at 7:15 p.m. Chairman Spaeth reviewed the status of the Scattered Site Housing Program in Plymouth and the Commissioners discussed the proposal from the firm of Isberg, Riesenberg, Chelseth and Associates, Inc. to assist in the Scattered Site Program. It was moved by Chairman Spaeth, seconded by Commissioner Hunt, to deny the proposal of assistance in the Scattered Site Housing Program from the firm of Isberg, Riesenberg, Chelseth and Associates, Inc. Motion carried, five ayes. Chairman Spaeth directed staff to communicate with the FORA office in Washington, D.C. requesting that states such as Minnesota where construction costs are higher due to cold weather and a shorter construction season should have an increased price range for subsidized housing. He further suggested that the construction of condominiums would reduce the cost of housing for lower income families on scattered sites and suggested consideration of condominiums in the program. Mr. Dale reviewed the Section 8 Progress Report and responded to the Com- missioners' questions regarding the Metro HRA's request to consider "inter - jurisdictional mobility" among the nine HRA's operating in the Metro area. Chairman Spaeth felt some criteria should be developed to control any process allowing an exchange of certificates of participation among the Metro area HRA's. NRA Meeting April 2, 1979 Page 41 The Commissioners also discussed the need for a common list of participants in the Metro area HRH's Section 8 programs to facilitate the exchange of certifi- cates and to control problem renters in the program. It was moved by Commissioner Hunt, seconded by Chairman Spaeth, to direct staff to communicate with the Metro HRA to determine the following: 1) criteria for allowing an exchange of Section 8 certificates of participation among the nine HRA's in the Metro area, including convenience to jobs and energy savings; 2) a means of administering a common list of Section 8 participants in the Metro area; and 3) a means of controlling the movement of problem renters among the Metro area's Section 8 programs. Motion carried, five ayes. Mr. Dale reported on the status of the Housing Rehabilitation Program and commented reports from participants on the quality of the work being done in the program presently were very satisfactory. Mr. Dale suggested that the Authority consider a reduced meeting schedule for 1979. It was moved by Commissioner Hunt, seconded by Commissioner Hillstrom, to adopt the following resolution: HRA Resolution No. 28 AMENDING THE HRA BYLAWS REGARDING THE HRA REGULAR MEETING SCHEDULE WHEREAS, the HRA Bylaws require that the Plymouth HRA hold its regular meetings on a monthly basis; and WHEREAS, present HRA activities are more of a housekeeping nature involving the Section 8 Existing Housing Program and the Housing Rehabi- litation Program, and that there is a provision in the Bylaws allowing the Chairman or two Commissioners to call special meetings as needeu; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF PLYMOUTH, MINNESOTA that the Plymouth HRA Bylaws, Sect. 2. Regular Meets, be amended to read as follows: "Meetings shall beheld every other month without notice beginning with the May, 1979 meeting at the regular meeting place of the Authority on the fourth Monday at 6:30 p.m. unless the same shall be a legal holiday, in which event said meeting shall be held on the same clay as the next selected City Council meeting." Motion carried on a Roll Call vote, five ayes. The meeting was adjourned at 7:30 p.m. Gerald H. Neils, Secretary
