HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 01-29-1979Page 37 MINUTES OF REGULAR MEETING OF THE HOUSING is AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA January 29, 1979 A regular meeting of the Housing and Redevelopment Authority of Plymouth, Minnesota was held on the 29th day of January, 1979 at 6:30 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the Authority were present: Chairman Spaeth, Commissioners Ault and Bakke. Commissioner Hunt arrived at 6:40 and Commissioner Neils arrived at 6:50 p.m. There were also present the following members of the City staff: Planner Tremere, Associate Planner Milt Dale and Secretary Garrity. Chairman Spaeth read the call of the meeting. It was moved by Commissioner Bakke, seconded by Chairman Spaeth, to approve the minutes of the August 28, 1973, September 26, 1978, October 23, 1978 and Nov,dber 27, 1978 regular meetings as submitted. Motion carried, three ayes. Mr. Dale reported the City of Plymouth will be receiving 40 units of Section 8 in a townhouse project at Highway 55 and South Shore Drive. T'iis project has been approved by the Metropolitan Council and by the Minnesota Housing Finance Agency, but has not yet received Planning Commission or Council approval. Discussion occurred regarding whether the proposed project should have been reviewed by the Planning Commission and Council prior to Metropolitan Council review. Associate Planner Dale reported the City recently received approval of a 10 percent increase in Fair Market Rents for the Section 8 Rental Assistance Program. Staff indicated that at this time these rents would suffice to keep the program operating, although there is some chance that within the next several months rents in the City of Plymouth may go over these new Fair Market Rents. The Commissioners requested that staff prepare another request for a Fair Market Rent increase if City rents in the near future exceed the rent limits as now established. The Authority reviewed the proposed 3 -year goals of -the City's Housing Program. There was some discussion of whether the City should be required to provide as much new construction as indicated on the proposed draft. The Com- missioners requested that the tables showing the annual goals and the 3 -year goals be revised in accordance with the Metro Council guidelines and brought back for review. Planner Tremere indicated that the Metro Council would be getting in touch with City staff to indicate what these numbers would be. It was moved by Commissioner Hunt, seconded by Chairman Spaeth, to direct the Secretary to draft a letter for the Chairman's signature to Jim Solem MHFA Director, suggesting that a committee be established with HRA members from suburban communities to work out rules and regulations to prevent windfall situations in the future in new Scattered Site housing construction. Regular HRA Meeting January 29, 1979 Page 38 Staff added an item to the agenda for discussion regarding the Community Development Block Grant money for Year V. The Planning Commission recommended that the HRA look at increasing the income limits for eligible applicants on the Rehabilitation Grant Program to comply with federal guidelines for a family of four. The Commissioners replied the present income limits for the City program is at $7,500, which is over the $5,000 per year income limit for the State --pfogram, and it did not look favorably at increasing those limits at this time.
