MINUTES OF REGULAR MEETING OF THE HOUSING
AND REDEVELOPMENT hUTHORITY OF PLYMOUTH, MINNESOTA
November 27, 1978
A regular meeting of the Hou3ing and Redevelopment Authority of Plymouth,
Minnesota was held on the 27th day of November, 1978 at 6:30 p.m. at the City
Council Chambers in the City of Plymouth, Minnesota. The following members
of the Authority were present: Chairman Spaeth, Commissioners Ault, Bakke and
Hunt. Commissioner Neils was absent.
There were also present the following members of the City staff:
Associate Planner Dale and Secretary Garrity.
Chairman Spaeth read the call of the meeting.
The Commissioners discussed the Fair Market Rent Increase request for
the Section 8 Program that was sent to the "IJD "raa Office for approval and
asked staff if it was necessary to adopt a -elolution approving this item.
Staff replied it was not required, but the H.u,4ng Authority was given this
data as an informational item. Staff further indicated that HUD has yet to
approve the fair market rent increases.
Staff informed the Commissioners that the HRA bank account often has
little operating capital and to remE:ly this situation staff was requesting
that a resolution be approved requesting that the City Council lend the NRA
a sum of $15,000 on a 90 -day basis. Staff requested that the Housing Authority
adopt such a resolution for the reason that Section 8 rent assistance money
from the Federal government often is a month or more late and rent payments
have to be made on a mo:t".',; basis. Also, monies for the City Home Improve-

This iiecess.;.ates the dRA payinc contractors from the HRA account. The
Authority C. scussed the difficulties of not having sufficient funds to work
with and how tip„ atatter could be resolved. The Commissioners directed
staff to send letters to HUD offices in Washington, Chicago and Minneapolis,
as well aF to Representative Frenzel, the new Senators -elect Boschwi:z and
Durenberger and Governor -;:.lett Quie, stating that the Plymouth HRA may have
to drop the Section 8 Program in the City due to the delay in receiving funds.
The Authority further directed staff to write letters to the Minnesota Housing
Finance Agency regarding the del.%Ys in paying contractors that have done
rehabilitation work within the City.

It was moved by Commissioner Ault, seconded by Commissioner Bakke, to adopt
the following resolution:
HRA RESOLUTION NO. 27
REQUESTING THE PLYMOUTH CITY COUNCIL TO CONSIDER LENDING CERTAIN
OPERATION FUNDS TO THE PLYMOUTH HRA
WHEREAS, the Plymouth Housing and Reaevelopment Authority finds it
necessary that adequate funds always be available for certain essential
activities such as the City's Home Improvement Grant Program, and
WHEREAS, Hennepin County requires payment of contractors in advance
of the County's disbursement of Community Development Block Grant funds;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE PLYMO-TH HOUSING AND
REDEVELOPMENT AUTHORITY OF THE CITY OF PLYMOUTH, MINNESOTA that the
Plymouth City Council be requested to lend monies to the Plymouth HRA
for current operating expenses. FJRTHERMORE that these monies are not
to exceed $15,000 and that such monies are to come from the City's
investment trust with interest to be paid at the current interest rate
paid investment trust money.
Motion carried on a Roll Call vote, four ayes.
Chairman Spaeth directed that staff request the firm of Moen & Penttila
to prepare a new Financial Statement report for the housing Authority's 1977
financial Year and resubmit these revised reports to the HRA.
Staff indicated to the HRA that the present tenants at 1801 West Medicine
Lake Boulevard, a City -owned residence, were almost one month behind in their
rent payments. This is the third time that the tenants have fallen behind in
making rent payments. Chairman Spaeth directed staff to have the present
tenants evicted without delay.
Greg Hanson of the Greater Minneapolis Met opolitan Housing Corporation
GMMHC) aescribed the corporation's rent -assisted housing program and home
ownership program. The Authority discussed how the GMMHC could assist in
providing homes for low and moderate income persons in Plymouth. Chairman
Spaeth indicated the HP.A would like to maintain contact with Mr. Hanson in
the event that a Scattered Site Home Ownership Program could be initiated
in Plymouth.
The Commissioners agreed to cancel the regular December NRA meeting
unless there is need for a meeting in December on some other date.
The meeting was adjourned at 7:45 p.m.
