HomeMy WebLinkAboutCity Council Minutes 10-15-2019 SpecialAdopted Minutes City Council Special Meeting October 15, 2019 Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on October 15, 2019. COUNCIL PRESENT: Mayor Wosje, Councilmembers Prom, Carroll, Davis, Roehl, Willis, and McGregor. ABSENT: None. STAFF PRESENT: City Manager Callister, Administrative Services Director Hokkanen, Community Development Director Juetten, City Engineer LaBounty, Fire Chief Coppa, Community Development Coordinator Lupini, Deputy Police Chief Fadden, Deputy Director of Park and Recreation Northway, Park and Recreation Director Evans, HRA Manager Barnes, Senior Planner Sommers, Senior Engineering Tech Scharenbroich, Assistant City Engineer Payne, Fleet and Facilities Manager Hanson, Street and Utility Manager Pauman, Public Works Director Thompson, Finance Manager Bursheim, Senior Accountant McMackins, and City Clerk Engdahl. City Center 2.0 Community Development Director Juetten stated Council adopted a 2019 goal to develop a renewed vision for City Center. Council and staff would explore options for continued development and redevelopment of City Center. This would include placemaking efforts, beautification, and safety as well as pursuing public-private partnerships to bring additional community activities/uses to City Center. Staff applied for a community works corridor planning grant from the County in the amount of $50,000 and received approval in May 2019. After applying the grant proceeds, the total cost of this project is $114,370 with project completion expected July 2020. In July 2019, Council approved the scope of work to solicit consultants to complete public engagement, market analysis and create a plan to attract new investment and explore options for continued development and redevelopment of City Center. Staff received 14 proposals and interviewed five firms. GRAEF and Zan Associates were the two consultants selected. Patrick Kressin with GRAEF and Charlene Zimmer with Zan Associates provided a presentation on ideas for community engagement process and transforming the City Center area. The majority of the Council stated they support proceeding with this project. Consideration of contract for the consultants will be on a future regular meeting agenda. Adopted Minutes 1 of 2 Special Meeting of October 15, 2019 2020-2021 Budget Overview Council reviewed budget materials including special revenue funds, enterprise funds, internal service funds, and the Capital Improvement Plan. The Council requested further reports on how improvements to the fire stations will impact the property tax levy, lift station lining, comparable worth fund in the resource planning fund, and projections for the balance in the resource planning fund. Council stated they will continue the discussion on the 2020-2021 budget at the study session scheduled on November 12 at 5:30 p.m. In addition to the budget, there was interest to revisit the property tax levy and to discuss the utility rate study.
