City Council Special Meeting
October 22, 2019
Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the
Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on October 22, 2019.
COUNCIL PRESENT: Mayor Wosje, Councilmembers McGregor, Carroll, Davis, Roehl,
Willis, and Prom (arrived at 5:55 p.m.).
ABSENT: None.
STAFF PRESENT: City Engineer LaBounty, Community Development Director Juetten, Park
and Recreation Director Evans, Deputy Director of Park and Recreation Northway, Public Safety
Director Goldstein, and City Clerk Engdahl. In addition, Commissioner Polzin from the Elm
Creek Watershed Management Commission and Commissioner Cesnik from the Bassett Creek
and Elm Creek Watershed Management Commissions.
Update on Local Watersheds
City Engineer LaBounty and Commissioners Polzin and Cesnik provided highlights on each of
the watershed districts.
The suggestion was made that the Bassett Creek Watershed District fund projects similar to Elm
Creek and Shingle Creek Watershed Districts. Cities take ownership of the projects so other
cities in the watershed district are only paying 25% of the project cost versus 46% or even
higher. Staff and Commissioner Cesnik will communicate this suggestion to the watershed
district.
Minnesota GreenStep Cities Proeram
Phillipp Muessig, Minnesota GreenStep Cities Co-director at the Minnesota Pollution Control
Agency, provided an informational presentation on this program. He stressed that this is a non -
regulatory and city choice program. The goal is to use this program as a tool for cities.
Following Council discussion, it was determined that there wasn't a majority to join this
program. Since this is becoming a very political issue, the suggestion was made to bring this
item back to a regular Council meeting to provide for public input which can be addressed with
factual discussion. This item wasn't added to a future regular Council meeting agenda.

No study sessions were scheduled.
